City of Charlotte October zoning meeting to be held virtually Monday, October 19, 2020

To ensure essential government operations continue while social distancing, the City of Charlotte’s zoning meeting on Monday, October 19, will be held virtually. The meeting will begin at 5 p.m. It will be available to view on the Gov Channel, and the city’s Facebook and YouTube pages. As the meeting will be held virtually, the city is working to ensure the public has various ways to provide comments as part of Monday’s scheduled zoning hearings. 

Sign up to speak virtually during a zoning hearing

Members of the public can sign up to speak during a zoning hearing on City Clerk Office's webpage or by calling 704.336.2248. The deadline to sign up is Monday, October 19, at 9 a.m. Speakers are asked to provide an email address when they sign up and should indicate in their submission whether they will have a PowerPoint or other presentation. On October 19, between 9 a.m. and noon, Charlotte Communication & Marketing will email speakers instructions on how to join the meeting.

Submit a comment on a zoning hearing item

Residents are also invited to submit comments on zoning hearing items. Written comments of 375 words or less can be emailed to any time prior to Tuesday, October 20, at 11:59 p.m. Residents who prefer to voice their comments can call the City Clerk’s Office at 704.336.2248 and record a voicemail. Comments will not be read during the meeting, but they will be included in the meeting’s record and provided to City Council members after the meeting for review prior to a decision vote.

COVID-19: Community Meeting Updates

The Governor of North Carolina has issued an Executive Order prohibiting gatherings of more than 100 people and Mecklenburg County recommends that no more than 50 should gather. The CDC along with the White House suggest avoiding social gatherings of more than 10 people and practicing social distancing. While the guidelines have varied in regard to the number of people at gatherings, we urge you to consider the public health and safety when determining how and when to hold a community meeting.  For now, the next Zoning Meeting is April 20, 2020, but the City must make determinations with respect to scheduling city-wide public meetings based on guidance from federal, state, and local authorities which is rapidly evolving.  In order to accommodate the uncertainty arising from COVID-19, the City will be flexible in adjusting our timeline for when the Community Meeting Report is submitted to staff by accepting the reports within 10 days prior to the scheduled public hearing.  In addition, while we continue to support the standard format for community meetings where the public is invited to a location in close proximity to the subject property, staff is also willing to consider additional ways to solicit public input. Please note alternative methods would not replace the standard community meeting format but would be used in conjunction to ensure maximum opportunity for the public to provide input. We would request additional methods to solicit input be coordinated through the rezoning staff planner assigned to your petition, or through the Rezoning Program Manager so we can review, and if acceptable, can inform the public accordingly.

*Please note that at this time staff is working alternate schedules and remotely therefore it may take longer than normal for a check to be processed. Important, the fee must be received prior to the rezoning petition being included on a rezoning legal ad for the public hearing.

Rezoning. What is it?

Every parcel of land within the City's zoning jurisdiction has an assigned zoning district. Each zoning district has a specific set of zoning regulations (rules) that determine how parcels of land may be used. When a property owner is considering utilizing their property in ways that do not conform to their current zoning district regulations, they must fill out an application to change to their zoning classification. This process is commonly referred to as a rezoning.

Beginning in 2020, all rezonings will be processed, tracked, and mangaed in Accela. Accela Citizen Access (ACA) allows rezoning petitioners to apply for a rezoning and provides the public with access to rezoning petition information, processing status, and related rezoning documents.
