As Built Submittal Requirements

Charlotte Water's goal is to have all our record drawings accurate, informative, and consistent. They should be easily interpreted by any and all who view them.  We ask that you follow these standards and any additional information in our Water and Sewer Policies, Procedures, Standards, and Specifications Manual for proper submittal processes. Any deviations from this process will cause delays in the completion of your project and severely increase the time it takes to get meters set in the project.

 

All first-time submittals should be addressed to the attention of Donated Projects Gatekeeper and include the following items:

 

1. One reproducible set of pages – no bond copies accepted – only Mylar or Vellum will be accepted

  • Always include the cover sheet - this helps our GIS Technicians know the general location when the drawing is sent to our internal Systems & Records Section.
  • A copy of the permit sheet is not required
    NOTE: We do not accept bond copies because there is no guarantee that the corrected Mylar submittals returned to us are the same as the bonds we reviewed earlier, resulting in double work for our staff. 

2. Two copies of recorded plats - One is for our Systems and Records Section to assist in processing the Record Drawings. The other will be forwarded to our New Services Section when we accept the water and sewer mains in order to enter the addresses in our billing system for meters.

 

3. One copy of recorded easement agreements, if applicable

 

4. An overlay of any sewer mains that are in a recorded easement - This map should clearly depict the center of the as-built sewer and manholes on top of the recorded easement, as it is used to show that the main still falls within the recorded area. This map can be drawn on 11" x 14" or 11" x 17" paper and needs to be sealed, signed, and dated by an NCPLS.

As-Built Requirements

  • Completed in ink and submitted on Mylar or Vellum
  • Two seals from an NCPE: the original seal for the design information and a new seal specifically for the release of the record drawing information, both signed and dated.  If the original PE seal is not attainable - see attachment 'A'.
  • Along with the PE signature certifying the record drawing, you must have a note indicating who supplied the information – see attachment 'A'.
  • All proposed information marked through and as-built information shown near it
  • Mark through and redraw when the as-built location is more than one inch (scaled – horizontally or vertically) from the proposed location
  • Use CLTWater inspector's sketch for stationing on water mains and services and for sewer laterals, if applicable
  • Use directional arrows or street names to denote which main the water services/sewer laterals are tapped into if there is more than one option
  • Show details when provided by CLTWater inspector
  • WATER AND SEWER RECORD DRAWING INFORMATION SHOULD STAND OUT AND BE EASY TO READ. 

    SEWER:
  • One seal from an NCRLS (cover sheet and all plan and profile sheets), signed and dates
  • Rim and invert elevations shown to the nearest .01 foot
  • Bearings and distances between manholes shown to the nearest .01 foot
  • Revised manhole station numbers
  • Force Mains to be as-built from inspector's sketch designating bends and air release stationing

    WATER:
  • All valves, hydrants, fittings, air releases, etc. shall be stationed
  • Crosses and tees should have more than one station number (use arrows to denote which direction the numbers are increasing)
  • Do not include temporary gate valves and blow-offs once they are removed
     
    Other items to consider prior to record drawing submittal, especially if it submitting for a partial project approval:
  • Have the plans you are submitting been revised any and do we have the latest copy? Remember we are not just concerned with the mains but that each lot is being served and that those services are stationed.
  • Do we have easement/right-of-way for the entire length of the sewer to the tie-in manhole?  If the sewer is in a future street we need the recorded easement to be the width of the future street right-of-way, not just 15'. Easements are not acceptable for water lines, as they must be in a recorded street right-of-way
  • Is there fire protection for each lot (no more than 750 to the nearest fire hydrant - measured as the fire truck would travel)? 
  • Are all water services tapped into water mains that are in a recorded street or can be isolated by valves within the recorded area?
