EPLAN Review

The City of Charlotte, Planning, Design & Development welcomes the partnership with ePermitHub and the implementation of the new Digital Plan Room. The Digital Plan Room will advance and refine the plan submission, review and approval process. A Portable Document Format (PDF) file type will be required for documents submitted with the following application types:

  • Sketch Plan Review

  • Preliminary Plan Review – Single Family, Multifamily, Mixed Use and Commercial Subdivision

  • Preliminary Plan Revisions

  • Final Plat Review – Major, Minor, and Not-Subject-To (NST)

  • Final Plat Revisions - Plat revising previously recorded Major or Minor final plats

  • Expedited Final Plat Reviews – Expedited Major or Minor

  • Expedited Final Plat Revisions – Expedited plat revising previously recorded Major or Minor final plats

Customers will still access their Accela Citizen Access account and complete an electronic application for submittal. Upon completion of the application, customers will be prompted to upload their plans and supporting documents.

  • Subdivision reviewers will utilize the Digital Plan Room for review of plan submittals. The Digital Plan Room is fully integrated into the Accela Automation environment and leverages an array of new features and technology to streamline and advance the plan review process, including sheet versioning, required document notifications displayed at project upload and collaborative issue/condition communication for plan review comments.

  • Once review comments are available customers will receive notification via an automated email regarding the status of their project. Customers can then view, address and respond to open issues in the Digital Plan Room before resubmitting the necessary plan sheets or supporting documentation for the next review cycle. At the conclusion of the review, the Digital Plan Room will automatically generate an approved plan set which will display the associated City approval stamps / watermarks. The approved plan set will contain the most recent version of each sheet and can be found under the documents tab in Accela Citizen Access. Plan approval will be accompanied by an auto-generated email notification.

Fee Payment:

Electronic fee payments are currently not included in the Digital Plan Submission and Review Process. All Subdivision fee payments should be submitted to the CLT Development Center - 1st Floor of the Charlotte Mecklenburg Government Center (600 E. Fourth Street, Charlotte, NC 28202). To begin the plan review process, all fee payments are due at the time of the initial plan submission.

Effective April 1, 2014, the City of Charlotte, Planning Department will require Electronic Plan (EPlan) submissions for all subdivision applications. A Portable Document Format (PDF) file type will be required for documents submitted with the following application types:

  • Preliminary Plan Revisions  

  • Final Plat Review – Major, Minor, and Not-Subject-To (NST)

  • Final Plat Revisions  - Plat revising previously recorded Major, or Minor final plat

Customers will complete an electronic application creating a subdivision record type and attach the plans along with any other documentation by accessing Accela Citizen Access. Customers will no longer submit paper plans or plans via email.

Subdivision reviewers will utilize Electronic Document Review (EDR) for the review of plan submittals. EDR is a fully integrated feature within Accela Automation that leverages Adobe® Acrobat® to provide review and markup of documents in the PDF format.

Once review comments are available customers will receive notification via an automated email regarding the status of their project. Customers may address review comments and resubmit via Accela Citizen Access. At the conclusion of the review cycle reviewers will attach an electronically stamped “approved” plan to the subdivision record followed by a notification of approval for the project.
