Westover Division - Detectives investigating a kidnapping and motor vehicle theft in the 7100 block of South Boulevard


Case Update: Friday, February 08, 2019,

Detectives with the Charlotte-Mecklenburg Police Department's Westover Division are requesting the public's assistance in locating Jesse Kelly, DOB: 11/10/2000, who is wanted for Larceny of Motor Vehicle, 2nd degree Kidnapping, and Felony Conspiracy in connection with this case (please see photo below).

Detectives also need the public's help identifying the suspect with the red and black jacket and hoodie, who is described as a black male approximately 20 year old.

On February 4, 2019 at approximately 11:30 p.m., officers with the Charlotte-Mecklenburg Police Department's Westover and Steele Creek Divisions responded to 7115 South Blvd regarding a report of a kidnapping.

The investigation has revealed that the adult female victim left her vehicle in the parking lot of the QT convenience store located 7115 South Blvd.  The vehicle, a Ford Focus, was left running and unlocked and the victim's 2 year old female child was left alone inside the car while the victim went into the business.  While she was inside the store, 2 unknown male suspects stole the victim's vehicle, with the child still inside.  The child's father responded from a nearby location and spotted the stolen car and began following it.  The suspects abandoned the car near the intersection of Arrowood Road at South Boulevard, a very short distance away from where the theft originally took place.   The suspects fled the scene on foot and have not been located.

The 2 year old child was located inside the vehicle.  MEDIC was called as a precaution; it was determined that the child was not injured and she was immediately reunited with her parents. 

The victim was issued a ticket for Misdemeanor Child Neglect for leaving the 2 year old unattended in the running vehicle.  In addition, CMPD would like to remind everyone that because of the number vehicles that are stolen in this manner, it is illegal to leave a running vehicle unattended.  Please see Charlotte City Ordinance Sec. 14-221 for additional details.
