Shooting into Occupied Vehicle Investigation

Detectives with the Charlotte-Mecklenburg Police Department’s Westover Division have made arrests in a shooting into an occupied vehicle investigation.

On October 18, 2022, shortly after 6 p.m., officers responded to a shooting into an occupied vehicle call for service without injuries in the 1600 block of West Boulevard. The preliminary investigation revealed that shots were fired from a black Dodge Charger as a result of a road rage incident. The shooting occurred near a CMS bus traveling in the same direction on West Boulevard near Remount Road. The bus was not struck and no injuries were reported. One vehicle that was occupied by a single victim was struck by gunfire. The victim was not injured and there was no return gunfire. Officers located the Dodge Charger around 10 p.m. and initiated a vehicle pursuit that lasted approximately ten minutes. The pursuit ended in the Westover Division on Old Pineville Road. Officers from both the Metro and Westover Divisions responded and all five suspects were taken into custody. Two firearms were recovered, including one that was reported stolen. Four suspects have been charged in the incident.

Those four suspects have been identified as Fredrick Dickson (DOB 04/01/2001), Messiyah McManus (DOB 11/20/2002), Timmie Smith (DOB 08/11/2003), and Arthur Kirkpatrick (DOB 04/03/2001). The charges are as follows:

Dickson: Discharging a Firearm into a Moving Vehicle, Resist/Delay/Obstructing Officers, Possession of a Firearm by a Felon, Felony Speeding to Elude.

McManus: Discharging a Firearm into a Moving Vehicle, Possession of a Stolen Firearm, Resist/Delay/Obstructing Officers.

Smith: Discharging a Firearm into a Moving Vehicle, Resist/Delay/Obstructing Officers.

Kirkpatrick: Discharging a Firearm into a Moving Vehicle, Resist/Delay/Obstructing Officers.
