Arrest made in fatal hit and run

On February 29, 2016, at 2:36 a.m., Eastway Division patrol officers responded to a hit and run in the 4900 block of Central Avenue.  Upon arrival, officers located an unresponsive male in the median.  Medic arrived and pronounced the pedestrian deceased.  The hit and run vehicle fled the scene on outbound Central Avenue towards N. Sharon Amity Road. 


The CMPD Major Crash Investigation Unit responded to the scene to conduct an investigation.  Shortly after the crash occurred, Luis Fernando Perez-Rivera called 911 to report that someone had moved his van from its parking space at 3407 N. Sharon Amity Road.  Officers arrived and could not get anyone to come to the door.  They located the Honda van with extensive damage parked at the building next door.  The van was transported to CMPD headquarters to be processed by Crime Scene.  Detectives were able to make contact with Perez-Rivera inside his apartment.  Mr. Perez-Rivera agreed to come to CMPD headquarters to speak to detectives.  After speaking with detectives, Luis Fernando Perez-Rivera was charged with driving while impaired, felony death by vehicle and felony hit and run. 


At this time, speed and alcohol impairment appear to be contributing factors in the crash.  The pedestrian was crossing Central Avenue near the entrance to an apartment complex.  The area was well lit and there was not a marked crosswalk present.


The name of the pedestrian is being withheld pending family notification.  Detectives are still actively investigating this incident.  Anyone with information about this crash is asked to contact Detective R.C.
