Eastway Division - Fatality in the 4500 block of Central Avenue

On Wednesday, January 9, 2019 at approximately 5:51 p.m., Eastway Division officers responded to the 4500 block of Central Avenue in reference to a pedestrian being struck by a motor vehicle call for service. Upon arrival, officers located an unresponsive male victim (pedestrian) in the roadway. Medic arrived on the crash scene and transported the pedestrian to Atrium Health Center where the pedestrian was pronounced deceased. The motor vehicle that was involved in the crash did not stop or notify law enforcement.  Detectives with the Major Crash Unit, DWI Task Force, and CMPD Crime Scene investigators responded to the crash scene.  

The preliminary investigation indicates that the victim/pedestrian was crossing Central Avenue within the 4500 block and was struck in the right lane of travel of the west bound lanes. After being struck, the victim came to a final resting position in the roadway against the curb. The driver of the suspect vehicle did not stop or call 911. A witness to the crash attempted to follow the suspect vehicle but was unable to safely identify the location of the suspect vehicle.

During the investigation, detectives with the Major Crash Unit and RTCC were able to identify the suspect vehicle by car parts/debris and video footage. The suspect and the suspect vehicle were located at 4361 Central Avenue. The suspect was transported to CMPD Headquarters voluntarily and was interviewed. At the conclusion of the interview, Ngongo Elongo Musafiri was arrested and charged with Felony Hit and Run. Musafiri was operating a Champagne 1998 Toyota Avalon at the time of the crash. The Toyota was photographed and processed by the CMPD Crime Scene and is now being held as evidence. Speed and alcohol are not contributing factors for this crash.  The victim's name will be released pending family notification.
