Reactivation of Presubmittal Meetings

On Friday, March 1, staff will again be facilitating Non-Residential presubmittal meetings. These meetings will be on Friday mornings from 9:00 to noon, appointment only.

Beginning February 19, customers can schedule a meeting by visiting Accela Citizen Access and selecting Land Development Applications > Presubmittal Meetings. Please visit our Presubmittal Meetings webpage for additional details on the types of meetings available for booking.


The city has placed a drop-off box in the lobby of the Charlotte-Mecklenburg Government Center (CMGC) for bond/sureties and review fees. Staff will be checking regularly throughout the day to process dropped off items.

  • Bonds/Sureties: Bonds/sureties may be dropped off in the box or can be mailed to the City of Charlotte, Attn: CLT Development Center – Bond Administration, Lobby Level, 600 E. Fourth Street, Charlotte, NC 28202. Please allow four business days for bond/surety review.
  • Review Fees: Fees are paid at the time of the initial submittal to the City of Charlotte. Fees may be dropped off in the drop off box. Fees can also be sent via US mail, UPS, Federal Express, electronically or by courier. Please instruct your courier to use the drop off box in the lobby. Please send fees to: City of Charlotte, CLT Development Center – Lobby Level, 600 E. Fourth Street, Charlotte, NC 28202. Payments are processed within one business day after receipt.
  • Plats will continue to be dropped off and picked up in the basement of the CMGC. Plats can also be mailed to the CMGC, Attn: CLT Development Center, Lobby Level, 600 East Fourth Street Charlotte, NC 28202 and include a prepaid return address label. Staff has three business days to sign plats and will notify you when they are signed. Reminder: Plats can now be sent electronically, 24/7. Subdivision staff is utilizing the e-signature process(PDF, 4MB) approved by Mecklenburg County Register of Deeds. Plats to be e-signed and recorded must be sent via DocuSign, DocVerify or another approved platform.

New UDO Reviews Required by Storm Water and Urban Forestry on Individual Residential Lot Projects

Unified Development Ordinance

The City of Charlotte Council-adopted Unified Development Ordinance is effective, as of June 1, 2023. Per the UDO, all development including individual lot residential projects must comply with drainage and urban forestry requirements. City of Charlotte Storm Water Services and Urban Forestry staff will now review residential projects concurrently with the Mecklenburg County LUESA Residential Plan reviews and building permits. However, customers must separately apply and submit supporting information for projects into the City of Charlotte’s on-line permit system, Accela Citizen Access.

About Us

Located on the first floor of the Charlotte-Mecklenburg Government Center, the CLT Development Center is a space for developers and design teams to access to city staff in a single location for city development permitting services. Development service teams from the Charlotte Department of Transportation (CDOT), Engineering, Urban Forestry, Construction Inspection, Charlotte Water, Erosion Control, Subdivision, Zoning, Fire, and Plan Review Coordination are in the CLT Development Center.
