Homicide Investigation in the North Tryon Division

Charlotte, N.C. – (Thursday, December 19, 2024) – Detectives with the Charlotte-Mecklenburg Police Department’s Homicide Unit are conducting a homicide investigation in the 3000 block of Perennial Terrace.
On Tuesday, December 17, shortly after 11:28 a.m., officers responded to an assault with a deadly weapon call for service in the 3000 block of Perennial Terrace. Officers discovered a victim, later identified as Raymone Devine Flakes, 28, with multiple gunshot wounds. MEDIC transported Mr. Flakes to Novant Presbyterian Medical Center where he was pronounced deceased.
Homicide Unit detectives responded to the scene to conduct an investigation. Crime Scene Search responded to process the scene and collect physical evidence.
On Thursday, December 19, 2024, detectives with Charlotte-Mecklenburg Police Department’s Violent Crime Apprehension Team (VCAT) and the Crime Gun Suppression Team (CGST) arrested a 17-year-old in relation to this case.
The juvenile suspect was transferred to the Law Enforcement Center (LEC) and was interviewed by homicide detectives.
At the conclusion of this interview, the juvenile was transferred into custody at the North Carolina Department of Juvenile Justice.
Detectives charged the juvenile with the following:
- Murder
- Shooting into an Occupied Vehicle
- Robbery with a Dangerous Weapon
Mr. Flakes next of kin has been notified of his death and the suspect’s arrest.
