Case Update: Fatal Crash Investigation in the Steele Creek Division

 

Charlotte, N.C. – (Thursday, August 10, 2023) – As a result of the continued investigation, detectives with the Charlotte-Mecklenburg Police Department’s Major Crash Investigation Unit have identified and charged a second driver in connection to this case.

In the evening hours of Wednesday, August 9, 2023, officers located and arrested, Jarvoris Williams (DOB: 12-10-1987), the driver of the second Camaro involved in the spontaneous street racing incident resulting in the fatal crash on West Arrowood Road on Saturday, August 5.  Mr. Williams was transported to the Freedom Division (West Service Center, 4150 Wilkinson Boulevard) to be interviewed by detectives.  At the conclusion of the interview, Mr. Williams was transferred into the custody of the Mecklenburg County Sheriff’s Office and charged with the following:

  • Murder (2nd Degree)
  • Reckless Driving
  • Spontaneous Speed Competition

The Camaro Mr. Williams was driving was also located and seized.

The victim’s family has been notified of the arrest of the second suspect.

Charlotte, N.C. – (Saturday, August 5, 2023) – Detectives with the Charlotte-Mecklenburg Police Department’s Major Crash Investigation Unit are investigating a fatal motor vehicle crash in the Steele Creek Division. 

 

On Saturday, August 5, 2023, at 7:23 p.m. officers responded to a call for service in reference to a motor vehicle crash with injuries at 2016 W Arrowood Road, which is in the Steele Creek Division. Members of the Charlotte Fire Department and MEDIC responded to the scene. When officers arrived, they located a 2005 Ford Mustang off the right side of the road against a tree with heavy passenger side damage and a 2013 Chevy Camaro with heavy front-end damage. The driver of the Ford was located by officers with serious injuries and transported by MEDIC to Atrium Health Main. The driver of the Chevy was not on scene. Witnesses gave officers a description for the driver of the Chevy. Officers were able to locate the driver of the Chevy and placed him under arrest. While enroute to Atrium Health Main the driver of the Ford succumbed to his injuries from the crash and was pronounced deceased.

 

Detectives with the Major Crash Investigation Unit along with officers from the DWI Task Force, Motor Unit, and Crime Scene Search responded to the scene to investigate. The preliminary investigation indicates that the driver of the Chevy Camaro, Paulo Alexis Ramos Avila (DOB: 07/16/1999) was traveling west on W Arrowood Road at a high rate of speed. Ivan Morales Galvez (DOB: 12/14/2005) was operating a Ford Mustang on W Arrowood Road facing east in the left turn lane at the intersection of Bramblewood Drive. Ivan Galvez was attempting to make a left turn from W Arrowood Drive onto Bramblewood Drive when his Ford Mustang was struck in the passenger side by the Chevy Camaro. The impact that occurred caused the Ford Mustang to spin 180 degrees off the right side of the roadway and into a tree. Paulo Avila exited the Chevy Camaro and fled the scene on foot. Witnesses were able to direct responding officers to the last location that Paulo Avila was seen. Officers were able to locate Paulo Avila and place him under arrest. A DWI Task Force officer screened Paulo Avila and ruled that he was not impaired. Paulo Avila was transported to the Charlotte-Mecklenburg Police Department Headquarters to be interviewed by Major Crash Detectives. Once the interview was completed Paulo Avila was transported to the Mecklenburg County Sheriff’s Office and brought before a magistrate. Paulo Avila was then turned over to the custody of the Mecklenburg County Sheriff’s Office under the charges of 2nd Degree Murder, Careless and Reckless Driving, and No Operators License.

 

Paulo Avila and Ivan Galvez were both wearing their seatbelts at the time of the crash. The family of Ivan Galvez have been notified of his death.

 

Excessive speed by the Chevy Camaro that was being driven by Paulo Avila is the contributing factor for this crash.
