04:33

miss jackson um good evening everyone

04:36

um welcome to the charlotte city council

04:39

business meeting on our june 14 meeting

04:43

and now i want to call this meeting to

04:45

order tonight's meeting is being held

04:47

as a virtual meeting in accordance with

04:50

the electronic

04:50

meeting statutes all the requirements of

04:53

that statute are being met for

04:54

electronic means

04:57

we are really always glad to have the

04:59

public and media

05:00

who are not in attendance with us today

05:02

we've got several folks from the media

05:04

inside the space that we are today but

05:07

if you're not

05:08

um here physically we hope that you're

05:11

watching us on the government channel

05:13

the city's facebook page or on the

05:15

city's youtube page

05:17

so we're going to begin with

05:18

introductions um

05:20

provided and i believe that we'll start

05:22

with those folks that are at the

05:25

um in the building and we'll just go

05:28

ahead and start

05:29

i'm bylaws and i serve as mayor and

05:31

we'll go ahead to the mayor pro tem

05:33

good evening i'm julie eisel mayor of

05:35

pro tem and serving at large

05:38

good evening and happy flag day i'm greg

05:41

phipps

05:42

serving at large fraction winston at

05:45

large

05:50

all right mr booker picard district six

05:53

malcolm graham district two mark and

05:56

eigelston district one

05:57

ed drake's district seven and we have

05:59

two council members joining us virtually

06:02

i'd like to recognize

06:03

our at large member

06:10

followed by our district

06:13

representative renee johnson district

06:17

four

06:18

all right now i'd like to have the staff

06:20

that support us to make it possible for

06:22

us to have these meetings i'd like to

06:24

start with our city attorney

06:26

patrick baker city attorney marcus jones

06:29

city manager

06:34

billy tons interim deputy city clerk

06:37

stephanie kelly city clerk all right

06:40

not a jackson office of constituent

06:42

services okay cunningham mayor's office

06:45

all right we have additional staff that

06:47

support us that are

06:48

in a separate room to maintain we are

06:50

still under our pandemic rules and

06:53

emergency orders and

06:54

we hope that everyone will continue to

06:57

keep themselves safe

06:58

get the vaccination and really excited

07:02

to

07:03

see that we're able to gather together

07:05

but we still have to meet that place

07:07

where

07:08

we have enough immunity for us to

07:10

unchange

07:12

the way that we're operating from the

07:13

current state to something better for

07:15

the future

07:16

so get out there and get your

07:17

vaccination remember you can win a

07:19

million dollars

07:21

in that vaccination lottery governor um

07:25

cooper has set that up and i think that

07:27

there's a lot to be said about that

07:29

but i also think it's just a lot of to

07:31

be say said about just getting your

07:33

vaccination for your friends and family

07:36

as well

07:37

so with that um we begin our meeting

07:39

with an invocation or an expression of

07:42

inspiration

07:43

followed by the pledge of allegiance

07:45

tonight council member driggs will give

07:47

our invocation

07:48

and council member graham will lead us

07:51

in our pledge of allegiance mr driggs

07:55

thank you mayor the invocation tonight

07:57

is adapted from a blessing by

07:59

charles chaput who was the first

08:02

native american archbishop of the

08:04

catholic church

08:06

it is a non-sectarian blessing however

08:08

so please pray with me

08:10

heavenly father thank you for the gift

08:12

of life and the opportunity to serve the

08:14

people of our city

08:16

help us to act with character and

08:17

conviction help us to listen with

08:20

understanding and good will

08:22

help us to speak with charity and

08:23

restraint

08:25

give us a spirit of service guide us to

08:28

be the leaders your people need

08:30

help us see the humanity and dignity of

08:32

those who disagree with us

08:33

and to treat all persons with the

08:35

reverence your creation deserves

08:37

and finally help us to build a community

08:40

worthy of all those who choose to live

08:41

here

08:42

we ask this as your sons and daughters

08:44

amen

08:46

thank you there to stand for our pledge

08:48

of allegiance

08:49

mr graham

08:53

of the united states of america and to

08:56

the republic for which it stands

08:58

one nation under god and indivisible

09:01

with liberty and justice for all right

09:05

thank you everyone um

09:08

the next items that we carry through are

09:11

those resolutions that we have to

09:13

recognize

09:14

various occasions and people

09:18

today we're going to start first with

09:20

one the mayor pro tem will

09:23

read for us thank you madam mayor

09:27

whereas the nation celebrates june 17th

09:29

as global garbage monday

09:31

and whereas no collection of people be

09:33

it state city

09:34

township or county could efficiently run

09:37

without these people

09:38

and whereas the men and women employed

09:40

by the city's solid waste services

09:42

department

09:43

perform their jobs daily with excellence

09:46

in all weather conditions and on most

09:48

holidays

09:49

to keep our local community and the

09:51

world at large safe

09:52

and healthy and whereas waste and

09:54

recycling workers contribute to a tidy

09:57

and clean community and whereas the

09:59

solid waste services department provides

10:02

service to more than 72 000 residential

10:04

units each day

10:06

and collects more than 433 000 tons of

10:10

refuse

10:11

recyclables and yard waste annually and

10:14

whereas the city of charlotte values and

10:16

celebrates its sanitation

10:18

engineers who serve residents and local

10:20

businesses

10:21

now therefore i by lyle vi

10:25

alexander lyles mayor of charlotte do

10:27

hereby

10:28

proclaim june 17 2021

10:32

as sanitation engineer appreciation day

10:35

to be observed in the city of charlotte

10:37

in recognition

10:39

of the importance of our solid waste

10:41

collection workers

10:42

and in accordance with the

10:43

aforementioned national day of

10:45

recognition

10:49

thank you mayor pro tem i think all of

10:51

us across this

10:52

community all of our residents

10:54

especially our

10:56

residents in housing we know how

10:59

important the service is it's probably

11:01

the number one thing that

11:03

people know about our community and the

11:06

work that gets done

11:07

is done by these fabulous folks that are

11:10

in our solid waste services department

11:12

led by rodney jameson and i just want to

11:14

say thank you

11:16

we're going to celebrate a little bit

11:17

more um this weekend

11:19

and on friday i'm going to go out and i

11:21

hope that we're going to have

11:22

time to talk about what you'd like to

11:26

talk about

11:26

as you work here in the city but i want

11:28

to just brag on you because that's what

11:30

you deserve so thank you very much

11:33

our second proclamation is in

11:36

recognition of juneteenth

11:38

coming up whereas on june 19th 1865

11:42

nearly two and a half years after

11:44

president abraham lincoln signed the

11:46

emancipation

11:47

proclamation union soldiers led by

11:49

general gordon granger

11:51

arrived in galveston texas bringing to

11:54

some of the last

11:55

enslaved americans news of their legal

11:58

status as free persons

12:00

and whereas the 19th of june has become

12:03

nationally recognized as juneteenth

12:05

to commemorate the abolition of slavery

12:07

and honor the strength determination and

12:10

triumphs of african americans in the

12:12

face of this extreme

12:13

oppression and hardship and on this

12:16

anniversary each year

12:17

individuals communities and

12:19

organizations across

12:20

north carolina here in charlotte and our

12:23

country celebrate

12:24

african-american heritage culture

12:27

freedom and tradition

12:29

whereas all charlatans of all colors

12:32

creeds and origins share a love of and a

12:35

respect for freedom

12:37

whereas work is underway in our city to

12:39

eliminate the current effects of past

12:41

and current

12:42

racial discrimination within policing

12:45

housing

12:45

financial lending practices job

12:47

placement and

12:48

other sectors of our society and whereas

12:52

the city of charlotte encourages all

12:53

people

12:54

to observe june 19th as a day to reflect

12:57

on and learn from the past

12:59

a day of healing and renewal a day to

13:01

spur on efforts to build a brighter

13:03

future for all

13:05

now therefore i via alexander lyles

13:08

mayor of charlotte to

13:09

hereby proclaim june 19 2021

13:12

as juneteenth day in charlotte and

13:15

recommend its

13:15

observance to all of our people thank

13:18

you very much

13:19

um there will be a number of

13:21

opportunities for celebration of

13:22

juneteenth in this community sponsored

13:24

by various

13:25

arts cultural and community-based

13:27

organizations i hope that we'll all find

13:29

a place that we feel

13:31

comfortable going and participating with

13:33

some of those opera

13:34

those celebrations so with that

13:37

um we're going to go into our action

13:42

consent item questions q's and a's are

13:44

there any questions

13:47

consent items

13:51

hearing any questions hearing no

13:54

questions then we're good so we're going

13:56

to proceed

13:57

to our action review but before we have

14:01

our action review

14:02

there are two items that i want to speak

14:03

to prior to beginning our meeting

14:07

first is the current legislation under

14:09

review by the general assembly on the

14:11

local elections

14:12

added one more task to the budget and

14:15

effectiveness

14:16

committee chaired by edric's and and

14:18

with participation by

14:20

four of our council members and they're

14:23

adding that

14:24

we look and we're looking at for the

14:26

budget and effective

14:27

committee charged to recommend a process

14:30

on

14:30

to the council on how to be consistent

14:33

with both state and federal laws

14:36

now and may include the discussion and

14:38

recommendation whether or not the

14:40

charlotte city council election

14:42

should be bifurcated and how the what

14:45

their guiding principles

14:46

are as they develop the recommendation

14:48

for that decision

14:50

and so we're adding that to the

14:53

budget and effective government

14:55

committee work

14:56

which they are going to try i hope to

14:58

meet again this week

15:00

um to be able to address we didn't get

15:03

i think at your last meeting you didn't

15:04

have time to get to the redistricting

15:06

portion

15:07

of the rest we didn't but

15:11

this adds a new urgency mayor because if

15:14

the intention was to try and have

15:16

those at-large elections this year that

15:19

timeline is already quite compressed so

15:21

we would need to get busy

15:22

so i'll find out when the members are

15:24

able to meet i would hope that you could

15:26

do it this week

15:27

if at all possible but of course we

15:29

still have to wait for the legislation

15:31

to pass

15:31

we are we're still waiting to see what

15:34

the final version will be

15:36

and then the second thing that i wanted

15:38

to do is that i want to invite

15:40

all of the council members to

15:42

participate in the charlotte pride

15:44

weekend

15:44

of service on august 21st and 22nd

15:48

as our lgbtq residents begin to

15:51

celebrate

15:51

charlotte pride month and with our

15:54

council break beginning in july

15:56

i want to share with a community that we

15:59

the recommended non-discrimination

16:01

ordinance will be on the council's

16:03

august ninth agenda to be a part of the

16:06

recommend

16:07

recognition of our commitment to

16:09

equality and equity

16:10

during pride month i want to thank each

16:13

of you many of you have had lots of

16:15

conversations around us

16:16

for the work that you've done to build

16:18

consensus around the ordinance

16:20

and i look forward to our august 9th

16:22

vote

16:23

as we celebrate pride month again the

16:26

date of our

16:27

weekend of service august 21st and 22nd

16:30

you'll be getting more information about

16:32

how to sign up sign

16:34

up for activities that will help our

16:36

community

16:37

see the impact that our lgbt community

16:40

members can make in a community

16:42

so with that i'm going to go ahead and

16:45

recognize the manager

16:47

for the agenda review for our action

16:50

items that we have tonight

16:52

thank you mayor and members of council

16:54

so tonight we have

16:56

two items on the action review agenda

16:59

the first one is leveraging city owned

17:02

land for affordable housing

17:04

and that presentation or update will be

17:07

a tag teamed by

17:09

our new assistant city manager brent

17:12

cagle

17:13

and pam weidman and then as we do

17:16

annually we have an update on the

17:19

municipal service districts

17:20

and that would be both the

17:23

darlene heater and michael smith who's

17:26

with us tonight

17:27

and mayor before i turn it over to brent

17:32

and pam i would just like to talk a

17:35

little bit

17:35

about uh the presentation tonight and

17:38

what we may which you'll see over the

17:41

course of the next uh

17:42

two weeks so my 30 day memo last time we

17:45

talked about

17:46

having a staying in place strategy

17:49

discussion

17:50

on the 28th of june as well

17:53

as we will have sean heath

17:56

give you an update about where we are

17:58

with some of the

17:59

this last round of stimulus funds

18:02

it's difficult to just jump into

18:06

this um leveraging city owned land for

18:09

affordable housing without

18:10

having a bigger picture so as we start

18:14

to think about it

18:15

there are a number of initiatives that

18:17

are happening and there are a number of

18:19

opportunities

18:20

much like the 14 million dollars

18:23

that is in hopefully the budget that you

18:26

approve tonight

18:27

that would be in our corridors which is

18:29

both for housing

18:30

in some workforce and economic

18:32

development initiatives

18:33

as well as programs that work well

18:36

during the first

18:37

year of the corridors of opportunity but

18:40

also

18:41

as you start to think about it michael

18:43

may talk about this a little bit later i

18:44

won't steal your thunder michael but the

18:46

charlotte center city partners have a

18:49

2025 homelessness strategy

18:52

that's being discussed

18:55

across the community so there are

18:56

opportunities for us to think about

18:59

housing homelessness some of the funds

19:02

that

19:03

are in the fy 2022 proposed budget

19:06

as well as stimulus funds and

19:08

partnerships between

19:09

the city and the county in in the

19:12

private sector so

19:13

this is not just limited to the

19:15

discussion tonight it's

19:17

one piece of it and i had a i would call

19:20

it a

19:20

great discussion with councilmember

19:23

graham

19:24

last week and he said well i want more

19:27

so let's start off

19:28

with what we have tonight knowing that

19:30

over the course of the next two weeks

19:32

we'll have more information about

19:34

additional initiatives

19:35

so with that said i'll turn it over to

19:37

brent and pam

19:45

thank you thank you

19:48

thank you

19:53

thank you mayor and members of council

19:55

for having us tonight

19:56

ms weidman and i are going to go through

19:58

um a brief presentation to talk about

20:01

how we're going to

20:02

how we would envision leveraging

20:03

city-owned land

20:06

part of this will be starting out with

20:08

just an

20:09

explanation of the roles and

20:10

responsibilities moving on into the

20:13

affordable housing and real estate

20:14

portfolio

20:16

talking about the parcels that we've

20:18

identified for affordable housing

20:20

and a discussion of some of the other

20:22

properties that we've identified and

20:23

what the

20:24

council should expect on those and also

20:28

looking at next steps now i'll say a

20:30

couple things

20:31

up front i want to thank all of the city

20:34

staff who were involved in this a lot of

20:36

time and energy went into this but

20:38

especially housing and neighborhood

20:39

services and the general services

20:41

department

20:42

worked very very long hours trying to

20:45

pull all of this together

20:47

and i'll also point out that tonight is

20:49

really informational only

20:50

there is no decision required but we do

20:53

want you

20:53

to hear where we're at know where we're

20:57

going for the next steps

20:58

and also be aware of it as some of these

21:01

items that we discussed tonight

21:02

become future actions or action items

21:05

for

21:05

the council to consider oops next slide

21:12

okay so a little bit real quick about

21:14

real estate services um

21:16

you know sometimes i think we forget

21:18

that the city is

21:19

a very large land owner in the city of

21:23

charlotte

21:24

as well as all of the other private

21:25

entities that own property

21:27

so what does real estate do real estate

21:29

is a division inside of the general

21:31

services department

21:33

and they basically buy sell and manage

21:35

the city's property portfolio

21:38

real estate also coordinates with city

21:40

departments to identify their property

21:42

needs and to purchase the properties

21:45

for their use a good example of this

21:46

would be when we when it's time to build

21:48

a new police station

21:50

or a fire station or any variety of city

21:53

service centers real estate is who we

21:55

call when we need property

21:57

the other thing that real estate will do

21:59

is try to marry up

22:01

vacant properties with needs right so

22:03

sometimes

22:04

we may not have a vacant property

22:06

sometimes we may but they're always

22:08

trying to find

22:09

the perfect match for our needs

22:12

they also manage properties that are

22:14

donated to the city and tonight we'll

22:16

talk about a couple of those types of

22:17

properties

22:18

so they manage those inside of the

22:20

portfolio as well

22:21

and the last bullet here i think is

22:24

important

22:24

the way real estate operates or has

22:27

traditionally operated is

22:29

they retain properties they purchase

22:32

properties and retain

22:33

properties that are needed to support

22:35

city operations

22:37

right so that's why when you'll see

22:40

from time to time we dispose of

22:42

properties is because those properties

22:44

haven't been id

22:45

haven't been identified as a property

22:47

with a city operational need

22:52

so real estate's role in the rfp or

22:55

the eventual rfp that will be moving

22:57

forward

22:58

real estate and housing and neighborhood

23:00

services conducted a review of the

23:02

city's current inventory of vacant land

23:05

they also conducted interviews with city

23:07

departments to understand what their

23:09

future

23:10

property needs would be so as they

23:12

started to look at what we have that's

23:14

vacant

23:14

and what the next five ten years look

23:18

like

23:18

for new properties

23:21

those needs that the city has they tried

23:24

to marry that up

23:25

with vacant properties that didn't have

23:28

an identified use

23:30

now the other piece of this and this is

23:32

where housing and neighborhood services

23:34

really

23:34

helped they also have to look at other

23:37

factors

23:38

we do have many vacant pieces of

23:40

property

23:41

but not all of those vacant pieces of

23:44

property

23:45

are actually developable a lot of the

23:48

vacant property we have

23:49

are really remnants that are left over

23:51

from other

23:52

projects and because of topography or

23:55

size or other factors being in a flood

23:59

plain for example

24:00

they may not be actually developable and

24:03

so they look at that they look at the

24:04

potential future uses

24:06

and then for affordable housing they

24:09

also put that through

24:10

another set of guidelines and ms weidman

24:13

we'll talk about those

24:15

here in just a second so what were the

24:18

results

24:20

we've identified six properties for

24:21

affordable housing

24:23

that represents approximately 24 acres

24:26

of land now not all of those acres may

24:29

be developable but

24:30

the parcels themselves are or

24:33

combination of the parcels

24:36

equals about 24 acres we also have

24:38

identified one property for affordable

24:40

housing

24:41

with the possibility of a mixed use

24:44

component

24:44

included in it and then we want to talk

24:46

to you about two additional properties

24:48

that we've identified for

24:50

for future study and future inclusion in

24:53

an rfp

24:54

at some point in the future with that

24:57

i'll turn it over to

24:58

ms weidman to go through the affordable

25:00

housing properties

25:07

[Laughter]

25:11

thank you mr bakar you tried

25:15

good evening mayor and city council it's

25:17

great to see you all in one place

25:19

many of you all in one place and to the

25:21

city manager thank you for allowing us

25:23

to be here

25:24

to give this brief update thank mr cagle

25:27

and allow me to add

25:28

um to his thanks the thanks to my

25:30

colleagues in

25:31

general services um this has really been

25:34

a team effort and

25:35

and the team in housing and

25:36

neighborhoods to get us here tonight

25:38

so i'm just going to walk through the

25:40

six parcels that we've identified

25:43

for potential uses affordable housing

25:45

just in terms of background i'll just um

25:48

remind us that you all approve your

25:50

housing framework

25:51

in 2018 since

25:54

that time last summer we reviewed that

25:58

housing framework the mayor reminds us

26:00

all the time that we ought to be

26:01

reviewing that and we ought to be

26:02

evolving it

26:03

and the thing that came out of the

26:05

review last summer was that

26:07

you all agreed to set aside a portion of

26:10

those of the funds our housing trust

26:11

fund dollars our bond dollars for home

26:13

ownership

26:14

and so you'll hear about um our thoughts

26:16

about some of this as i walk through

26:18

and then just also just to give you all

26:21

um just further applause the the housing

26:23

framework continues to be used as a

26:25

model across the country

26:27

uh most recently atlanta georgia denver

26:30

colorado

26:30

and raleigh north carolina people really

26:32

really like um your framework that you

26:34

approved and the pillars that it's built

26:36

on so just want to

26:38

continue to appreciate you all for that

26:42

within that housing framework you'll

26:43

recall that was three pillars right it

26:45

was building new was preserving what we

26:46

already have and then it was creating

26:48

family self-sufficiency

26:49

and then we embedded in those three

26:51

pillars one of the strategies

26:53

that's relevant to the conversation

26:55

tonight was how do we use publicly owned

26:57

land to advance affordable housing

26:59

and let me just before i get further in

27:01

there the manager mentioned

27:03

the work that is being led by center

27:05

city to do this housing and homelessness

27:07

strategy

27:08

as a part of that i have the privilege

27:10

of co-leading kind of the grow

27:11

affordable housing work stream and so

27:14

within

27:15

our early meetings again using publicly

27:17

owned land has come up and it still

27:19

remains to be

27:20

one of the strategies that people are

27:21

interested in and that we

27:23

believe we ought to use and so you guys

27:24

are far ahead in terms of doing that so

27:26

thank you for that city council

27:29

let's see um am i doing these or are

27:32

they

27:34

okay i'm sorry next slide please so

27:37

mr cagle alluded to this earlier um in

27:39

2019 you all approved

27:41

some guidelines about how we would

27:44

evaluate and dispose of city on property

27:46

particularly for

27:47

affordable housing and just some of the

27:49

high level things that were identified

27:51

in that in that policy was obviously

27:53

want to achieve

27:54

housing for households earning 80

27:56

percent and below the area median income

27:59

we want to have long-term deed

28:00

restrictions when we utilize properties

28:03

in this way

28:05

we do this because we want to reduce

28:07

costs and we want to be able to monetize

28:10

our assets right and so this helps us

28:12

further leverage our housing trust fund

28:14

and other dollars that are needed to do

28:15

long-term affordable housing

28:17

and then some of the things that we want

28:18

to look at are

28:20

tran proximity to transit how are they

28:24

zoned

28:25

are they near commercial employment

28:26

centers we want to make sure that we're

28:28

not

28:29

using land that is in the flood plain so

28:31

there are about 13 and i won't read

28:33

those all to you but 13

28:35

categories that we looked at to make

28:38

sure that

28:39

that properties are suitable for

28:41

affordable housing development

28:43

if you go to the next slide for me

28:44

please this is not a new concept and

28:47

many of you all will recall that you've

28:48

done this before with some city on land

28:51

and i won't go to the granular detail

28:53

but i will tell you as a result of what

28:55

you've previously done

28:56

there are about 200 housing units

28:59

some multi-family and some home

29:01

ownership that are

29:02

in the works through the use of publicly

29:04

owned land your city on land

29:06

one of the most recent ones is the

29:08

vantage point site um

29:09

mr graham that's in your district where

29:11

we're creating i believe up to 37 units

29:14

of

29:14

affordable for sale home ownership

29:17

another recent example is the morris

29:19

field property

29:20

ms wellington that is in your district

29:22

that is a partnership with habitat where

29:24

we're creating

29:25

for sale home ownership opportunities as

29:28

well so just wanted to to remind you

29:30

guys of that

29:31

if you go to the next slide for me

29:33

please as mr cagle said we have a lot

29:36

of city-owned properties but this funnel

29:39

is

29:40

if we run it through the funnel if you

29:42

will there and again i won't read this

29:43

to you

29:44

but we want to make sure that whatever

29:46

we're putting out in an rfp

29:48

that it is suitable for affordable

29:50

housing development

29:51

we never want a case where we you know

29:54

put something out

29:55

and and it's not it's not able to be

29:57

developed or it's going to cause us a

29:58

bad news story so

30:00

we really spend a lot of time making

30:02

sure that these are suitable

30:04

so let me just spend a few minutes going

30:05

through the proposed parcels

30:08

if you go to the next slide for me

30:09

please so wendover road

30:11

it is a total of nine parcels 7.5

30:16

acres it's currently zoned residential

30:19

four

30:19

and five and um mr driggs always keeps

30:22

me honest

30:23

there he is i'm in terms of we need to

30:25

know what these

30:26

what the appraised values are and so

30:28

these are the current appraised values

30:30

on these sites

30:30

now we could um do another appraisal and

30:34

we'll determine if that is necessary

30:36

these appraisals are

30:37

i believe they're about a year old um

30:40

and so by the time we get to the

30:42

development phase if we need to do

30:43

another before you all

30:45

approve the land transfer we will do it

30:47

but we don't know if we need to do that

30:49

at this point

30:50

but wendover we believe this one um

30:53

is these lights here are always

30:56

interesting for me

30:57

we believe this one is

31:00

most suitable for some type of for sale

31:03

affordable product type again we don't

31:05

want to be too prescriptive to limit

31:07

the developers creativity but that's

31:10

what we believe there

31:12

so and notice i said a product type if

31:15

you look at that area you see lots of

31:17

town homes there

31:18

there is some level of density there

31:20

today

31:22

but again you can see that it's right

31:23

along wendover road

31:25

and so we believe that this is a this is

31:27

a very suitable opportunity for some

31:30

type of affordable there

31:31

we acquired this one this was left over

31:34

from these remnants were left over from

31:35

the wendover road

31:37

widening and that's i think we acquired

31:41

them in

31:41

in 92 93 time frame so if you'll go to

31:45

the next slide

31:46

for me i'm sorry

31:50

so these are bounded between um kind of

31:53

district

31:54

um district five and district one so

31:56

they're shared

31:57

um let's see

32:02

don't worry there's an echo okay that's

32:05

an echo in the room don't worry

32:06

you get the presentation i don't often

32:09

hear myself talk so that's really

32:10

interesting

32:11

i'm not sure if i particularly like to

32:13

either

32:14

um mr alves elsa i can follow up with

32:17

you on what the cross street is

32:19

admittedly i can't really see the map on

32:22

this screen really good but i'll

32:23

follow up with you on what that cross

32:25

street is um

32:28

let's see providence road west so this

32:31

one is in council district seven

32:33

this is left over from the recently um

32:36

new cmpd south division station

32:39

um that was the rivet that was open or

32:41

we celebrated the opening

32:43

i'm a couple weeks ago and so there's a

32:44

remnant left over

32:46

it was acquired in 2018. what what you

32:49

will see here kind of the yellow outline

32:51

and i don't know if this pointer works

32:54

but basically um although this is

32:57

2.6 acres probably only an acre of this

33:01

is developable so it's kind of the

33:03

everything to the

33:06

to the left of the red line we believe

33:09

is is developable the stuff kind of in

33:12

the lower is kind of is tree safe so

33:14

that's not developable

33:15

so that will probably equate to some

33:17

type of denser develop

33:19

development although we've done this

33:21

before this is is an example where we're

33:24

doing something a little bit different

33:25

because we want to make this site as

33:27

ready as possible um for the for the

33:30

development community

33:31

and also we were trying to um make sure

33:34

that this was in line if people needed

33:36

to acquire

33:37

apply for tax credits or some other type

33:39

of funding that has um a timetable on it

33:42

and so what we're doing here and again

33:44

this is new we're

33:45

the city is leading the rezoning on this

33:48

one

33:49

um and so that's not to say that the

33:50

community won't still have an

33:52

opportunity to input but we wanted to do

33:54

that

33:54

just to take that off of the plate of

33:56

the of the developer here

33:59

we also think that this is a great

34:01

opportunity for

34:02

perhaps our men and women who work at

34:04

that police station to have an

34:06

opportunity

34:07

to have some some type of housing really

34:10

close to their station should they

34:11

should they choose to do that to live

34:14

there

34:14

if you go to the net well this one is

34:16

great newland avenue

34:17

this is just one parcel it's currently

34:20

zoned um residential

34:22

um i'm sorry r12 multi-family you can

34:24

see the appraised value there

34:26

this is a long one of our quarters of

34:28

opportunity um

34:30

and so we believe also that this could

34:33

be

34:34

a ripe site for some type of affordable

34:36

for sale

34:37

product again we don't want to be so

34:39

prescriptive as we don't leave

34:40

room for the the creativity of the

34:43

development community

34:44

but this being along one of our quarters

34:47

of opportunity

34:48

it's in the lasalle lincoln heights area

34:50

and so we're really excited about the

34:52

possibilities here as well

34:54

if you go to the next slide for me this

34:57

is um

34:58

along the blue line extension it is

35:03

university city boulevard i noticed miss

35:05

heater is here today so welcome ms

35:07

heater

35:08

this was this was um appraised it's

35:11

recently 1.3

35:12

million and we believe that this will be

35:15

a great

35:16

opportunity for some type of development

35:18

here so we will include this one in the

35:20

package too

35:21

this is again a city-led rezoning

35:25

we we haven't determined the exact

35:27

zoning type that we're going to request

35:29

but we know it will be some type of tod

35:31

some type of transit oriented

35:33

development

35:34

here so more to come on that if you go

35:37

to the

35:38

next slide for me this is the archdale

35:41

we've heard you've heard a lot about

35:43

this one this is 6.3 acres it's

35:46

currently zoned r4

35:47

i do want to be totally honest with you

35:51

this is a challenging site

35:53

it's challenging for two reasons it's

35:55

challenging because of its lack of

35:57

access and it's to

35:59

topography and you can see that

36:02

you have the little sugar creek that's

36:05

that blue that's running right down

36:06

beside it

36:07

we believe that um if it is going to be

36:11

developed

36:12

that it will probably be developed kind

36:14

of in the

36:15

hockey stick down in the bottom if you

36:17

will um because

36:18

that that grants the most access

36:22

opportunity for access into the site

36:25

again this one is

36:26

we know it's challenging going in so we

36:29

may or may not get any takers on this

36:31

what i would say about this though is an

36:33

opportunity you all will recall that you

36:35

all granted trust fund dollars for

36:37

lake mist i think was last summer and so

36:41

this

36:41

is about a mile and a half from lake

36:43

miss that is a noaa

36:45

that that you all um approved and you

36:48

also approved a rental subsidy

36:50

for that as well and so we think that

36:52

this could be a great

36:54

opportunity if we can determine how how

36:56

to develop it so i did just want to

36:58

point that out

37:00

if you go to the next slide this is one

37:02

of the two

37:03

sites that you all recall was donated

37:06

from the brooks

37:07

family it is along south boulevard

37:12

we believe this is an ideal site

37:15

for redevelopment it's we believe it's

37:18

ready to go

37:20

and so we're really really excited about

37:21

this one as well so

37:23

it's along um the blue line if you go to

37:26

the next slide for me please

37:28

uh i think that

37:32

that ends that's kind of the six slides

37:34

that i'm gonna go over brent will come

37:36

up and talk about um the the um the

37:38

three remaining

37:39

but what i would say in terms of what

37:42

happens next and brent

37:44

hit this again as far as the ones that

37:46

are being developed for just straight

37:48

affordable housing um

37:50

we are in the process right now we we

37:52

updated you tonight i talked to you

37:54

about the two that are

37:55

in the rezoning process um you all will

37:58

receive

37:59

for the ones that are in the zoning

38:00

process obviously you all will see these

38:02

on your zoning document

38:04

in in a couple of months and we'll keep

38:06

you updated on that

38:08

we're publishing we're working on

38:10

drafting the rfp

38:11

so um that that'll um be completed by

38:14

the end of november

38:17

and then well that those will be back we

38:19

will have released it those will be back

38:20

by the end of november

38:22

we'll be working with the developers to

38:23

select um the developer

38:25

who presents the proposal that we

38:27

believe best based on your goals and

38:29

where we want to grow as a city

38:31

and then we will publish our housing

38:33

trust fund rfp

38:35

so this is the land we'll publish an rfp

38:38

in the event that people need both land

38:40

and money we're not saying they will we

38:42

don't know at this time but we want to

38:44

create an environment where we can do

38:46

land and money at the same time

38:48

and then we'll be back to you all in may

38:52

to award um any htf allocations that

38:55

are needed please know that we will be

38:58

going as fast as we can we know that you

39:00

guys have been patiently waiting on this

39:02

we've said

39:02

we we are doing it and and again we'll

39:05

keep you updated as we go through this

39:07

process

39:07

and at that time i'll turn back to brent

39:09

to complete the presentation

39:18

okay so we have three more properties

39:20

left to go through let's start with

39:21

england street so england street is the

39:24

second of the

39:25

two donated parcels this parcel is an

39:28

interesting parcel and that it's

39:30

rather large 15.64 acres

39:33

and i apologize for not having this map

39:35

but if you look at this

39:37

site the south boulevard site is

39:39

basically

39:40

adjacent to this site it's just off this

39:42

map because

39:43

it's this this map is only showing the

39:46

one site so that they're basically

39:48

a pair they're right next to each other

39:50

um again it is zoned correctly or is it

39:53

in a good zoning place with tod dash cc

39:57

current appraised value is 2.5 million i

40:00

will

40:01

say that as far as the size goes

40:04

this site does have some

40:07

topography issues so we're not sure

40:10

exactly what the developable size of

40:12

this property is but it is

40:15

significantly less than the 15.64 acres

40:18

now i will say we put this one into a

40:20

separate category because

40:22

we'd like to see what the market brings

40:24

it could be all affordable housing

40:27

it could be affordable housing with some

40:29

mixed use components

40:31

but we don't know what that is and we

40:33

really would like to see what the market

40:34

brings

40:35

i would say that so as pam pointed out

40:38

the process for rfps that are straight

40:40

affordable housing will be moving

40:41

forward

40:42

this property will move forward on a

40:44

similar timeline as well

40:46

it is a separate rfp because this rfp

40:49

would allow for the possibility of

40:52

mixed-use components possibly

40:56

okay next slide and then there are two

40:58

remaining uh

40:59

properties uh next slide eureka street

41:02

or double oaks

41:03

so this again i'm sure the council is

41:05

very very familiar with this site

41:07

one parcel about 11.1 acres

41:10

it's zoned r22 mf the appraised value is

41:15

3.1 million

41:17

and again we think that this site would

41:20

be

41:20

desirable for affordable housing but

41:23

possibly affordable housing with

41:25

mixed use components i will also say

41:28

this site has

41:29

a conceptual plan that is completed

41:32

already

41:33

and that conceptual plan would envision

41:37

affordable housing with mixed-use

41:39

components

41:40

next slide please so statesville avenue

41:42

and these two i want to

41:44

talk about almost in tandem statesville

41:46

avenue

41:47

most of the council will probably be

41:49

familiar with the ojcc site

41:51

that is statesville avenue and so this

41:54

is the old jcc

41:55

site and you can see the the jcc site

41:58

currently it is one parcel that includes

42:02

fire

42:03

headquarters the red line at the bottom

42:06

of the map

42:07

would be the subdivided parcel so that's

42:10

we would envision needing to subdivide

42:12

this parcel

42:13

and then it would be the northern half

42:15

of the site or the top half of this map

42:18

that would be offered up so this site um

42:21

[Music]

42:22

it's it's a 10 acre parcel but it will

42:25

be something less than that maybe

42:27

seven to six or seven acres after it's

42:30

subdivided

42:32

it's currently zoned i2 and

42:35

portions are mud o

42:38

and so at some point this will need a

42:41

zoning change

42:43

but what we'd like to do is

42:46

think about this in terms of affordable

42:48

housing with mixed-use components

42:50

but because it's also in the same

42:52

proximity of double oaks

42:54

we'd like to think about how these two

42:56

properties

42:59

work together in this area and so

43:03

when when i talk about further

43:04

consideration what we really need is a

43:07

little more time for the planning

43:09

staff for the housing and neighborhood

43:11

staff

43:12

and the general services staff to come

43:13

together think about what we've already

43:15

completed for double oaks

43:17

and think about how that works together

43:19

in harmony with this site as well

43:23

okay next slide and so this is just kind

43:26

of bringing it home

43:28

pam already talked about the timeline

43:31

underway now developing the rfp

43:35

the rezoning process the city-led

43:37

rezoning

43:38

process on the two parcels that will

43:40

have city literacy zoning

43:42

is we've already started those

43:43

conversations with the planning

43:45

department

43:46

we would in tish anticipate in the fall

43:49

that city council would have

43:50

the rezoning decisions before council

43:54

and we will be publishing the city-owned

43:56

land

43:57

rfp or rfps in this case

44:00

november through february february

44:02

working with developers

44:04

as we select the rfp going through

44:07

contract negotiations

44:09

site conveyance finishing out all of the

44:12

contract work

44:14

january through february of 2022 moving

44:17

into

44:18

publishing the housing trust fund rfp

44:21

and april through may

44:22

of 22 awarding the trust fund

44:24

allocations in land conveyance

44:27

with that i will wrap up next slide

44:31

questions council questions

44:35

i want to um first just remind us

44:38

of the families that donated property

44:41

for this purpose

44:42

the brooks family prior to the loss

44:45

of their brother of his brother they

44:48

made this decision

44:50

because they wanted to give something

44:51

back when we were everyone was

44:53

announcing we're going to give you money

44:55

he said we're going to give you land and

44:57

i think that that was

44:59

a great decision then and even today

45:01

looking at through the lens of what land

45:03

cost in charlotte what they've done was

45:06

i mean it was visionary

45:08

and then i just also want to recognize

45:10

the family

45:11

of former commissioner jerry blackman

45:14

who left in his will

45:16

those 20 acres to say i believe in the

45:19

mission

45:20

that you have adopted and approved as a

45:23

city

45:23

to provide affordable housing and the

45:26

land is

45:26

zone industrial and he could have done a

45:29

lot of things jerry blackmon was

45:31

known for his business acumen and a lot

45:34

of acquisitions but

45:35

on at the time that he was really new

45:38

that he was going to be passing away

45:40

he left us to 20 acres to the city for

45:43

affordable housing

45:45

so i just want to say thank you to them

45:46

and always acknowledge

45:49

that this is possible through their

45:51

generosity

45:53

but more importantly i think through

45:54

their commitment to the city

45:56

as residents long-term residents to

45:58

knowing that we can do

46:00

things like this and make it better so

46:02

with that i'm going to

46:04

recognize mayor pro tem and then miss

46:06

watlington and mr drake's

46:08

thank you madam mayor and thank you

46:12

for the for the presentation um

46:15

i have a question double oaks was

46:18

answered but

46:18

the other question i have when we look

46:20

at some of these land values and where

46:22

they are and pam you had mentioned that

46:24

some that topography is challenging do

46:26

we do we look at it and say

46:29

um let's talk to the county about this

46:32

becoming a park

46:33

or just really consider green space the

46:36

need for green space

46:37

especially in neighborhoods that don't

46:40

have access to parks

46:43

yes are any of these contenders for that

46:46
