and so we're adding that to the

that would be in our corridors which is

both for housing

in some workforce and economic

development initiatives

as well as programs that work well

during the first

year of the corridors of opportunity but

as you start to think about it michael

talking about the parcels that we've

identified for affordable housing

and a discussion of some of the other

properties that we've identified and

what the

council should expect on those and also

looking at next steps now i'll say a

couple things

up front i want to thank all of the city

staff who were involved in this a lot of

time and energy went into this but

especially housing and neighborhood

services and the general services

worked very very long hours trying to

pull all of this together

and i'll also point out that tonight is

really informational only

there is no decision required but we do

and also be aware of it as some of these

items that we discussed tonight

you know sometimes i think we forget

that the city is

a very large land owner in the city of

charlotte

as well as all of the other private

entities that own property

so what does real estate do real estate

is a division inside of the general
21:31
services department
21:33
and they basically buy sell and manage
21:35
the city's property portfolio
21:38
real estate also coordinates with city
21:40
departments to identify their property
21:42
needs and to purchase the properties
21:45
for their use a good example of this
21:46
would be when we when it's time to build
21:48
a new police station
21:50
or a fire station or any variety of city
21:53
service centers real estate is who we
21:55
call when we need property
21:57
the other thing that real estate will do
21:59
is try to marry up
22:01
vacant properties with needs right so
22:03
sometimes
22:04
we may not have a vacant property
22:06
sometimes we may but they're always
22:08
trying to find
22:09
the perfect match for our needs
22:12
they also manage properties that are
22:14
donated to the city and tonight we'll
22:16
talk about a couple of those types of
22:17
properties
22:18
so they manage those inside of the
22:20
portfolio as well
22:21
and the last bullet here i think is

important
22:24
the way real estate operates or has
22:27
traditionally operated is
22:29
they retain properties they purchase

properties and retain

properties that are needed to support

city operations

right so that's why when you'll see

from time to time we dispose of

properties is because those properties

haven't been id
22:45
haven't been identified as a property

with a city operational need

so real estate's role in the rfp or

the eventual rfp that will be moving

real estate and housing and neighborhood

services conducted a review of the

city's current inventory of vacant land

they also conducted interviews with city
23:07
departments to understand what their
23:09
future

property needs would be so as they

started to look at what we have that's

vacant

and what the next five ten years look

like

for new properties
23:21
those needs that the city has they tried
23:24
to marry that up
23:25
with vacant properties that didn't have
23:28
an identified use
23:30
now the other piece of this and this is
23:32
where housing and neighborhood services

really
23:34
helped they also have to look at other
23:37
factors
23:38
we do have many vacant pieces of
23:40
property
23:41
but not all of those vacant pieces of
23:44
property
23:45
are actually developable a lot of the
23:48
vacant property we have
23:49
are really remnants that are left over
23:51
from other
23:52
projects and because of topography or
23:55
size or other factors being in a flood
23:59
plain for example

they may not be actually developable and
24:03
so they look at that they look at the

potential future uses

and then for affordable housing they

also put that through

another set of guidelines and ms weidman

we've identified six properties for

with the possibility of a mixed use

six parcels that we've identified

for potential uses affordable housing

just in terms of background i'll just um

remind us that you all approve your

housing framework

in 2018 since

that time last summer we reviewed that

housing framework the mayor reminds us

all the time that we ought to be
26:01
reviewing that and we ought to be
26:02
evolving it
26:03
and the thing that came out of the
26:05
review last summer was that
26:07
you all agreed to set aside a portion of
26:10
those of the funds our housing trust
26:11
fund dollars our bond dollars for home
26:13
ownership
26:14
and so you'll hear about um our thoughts
26:16
about some of this as i walk through
26:18
and then just also just to give you all
26:21
um just further applause the the housing
26:23
framework continues to be used as a
26:25
model across the country
26:27
uh most recently atlanta georgia denver

colorado
26:30
and raleigh north carolina people really
26:32
really like um your framework that you
26:34
approved and the pillars that it's built
26:36
on so just want to
26:38
continue to appreciate you all for that
26:42
within that housing framework you'll
26:43
recall that was three pillars right it
26:45
was building new was preserving what we
26:46
already have and then it was creating
26:48
family self-sufficiency
26:49
and then we embedded in those three
26:51
pillars one of the strategies

that's relevant to the conversation

tonight was how do we use publicly owned
26:57
land to advance affordable housing
26:59
and let me just before i get further in

there the manager mentioned

the work that is being led by center

city to do this housing and homelessness

strategy

as a part of that i have the privilege

of co-leading kind of the grow
27:11
affordable housing work stream and so
27:14
within
27:15
our early meetings again using publicly
27:17
owned land has come up and it still
27:19
remains to be
27:20
one of the strategies that people are
27:21
interested in and that we
27:23
believe we ought to use and so you guys
27:24
are far ahead in terms of doing that so
27:26

some guidelines about how we would

want to achieve

housing for households earning 80

percent and below the area median income

we want to have long-term deed

restrictions when we utilize properties

in this way

we do this because we want to reduce

costs and we want to be able to monetize

our assets right and so this helps us

further leverage our housing trust fund
28:14
and other dollars that are needed to do
28:15
long-term affordable housing
28:17
and then some of the things that we want
28:18
to look at are
28:20
tran proximity to transit how are they
28:24
zoned
28:25
are they near commercial employment
28:26
centers we want to make sure that we're
28:28
not
28:29
using land that is in the flood plain so
28:31
there are about 13 and i won't read
28:33
those all to you but 13

categories that we looked at to make
28:38
sure that
28:39
that properties are suitable for
28:41
affordable housing development
28:43
if you go to the next slide for me

please this is not a new concept and

many of you all will recall that you've

done this before with some city on land

and i won't go to the granular detail

but i will tell you as a result of what

you've previously done

there are about 200 housing units

some multi-family and some home

ownership that are

in the works through the use of publicly

owned land your city on land

one of the most recent ones is the

vantage point site um

we're creating i believe up to 37 units

another recent example is the morris

that is a partnership with habitat where

well so just wanted to to remind you
