Meet the Staff

Senior Deputy City Attorney Hope Root - Hope serves as legal counsel for the Clerk's Office and Charlotte Communications.  In addition, she provide advice to city officials regarding public records law. 

Sr Assistant City Attorney Catherine Cooper - Catherine serves as legal counsel to the real estate division of Engineering & Property Management, and advises them on real estate and asset management issues.  She also serves as legal counsel to the Charlotte Civil Service Board.

Sr Assistant City Attorney Lisa Flowers - Lisa serves as legal counsel to the Charlotte Department of Transportation and provides legislative support.  She advises on matters pertaining to constitutional issues, policy/constitutional litigation, and arts and cultural projects. She also provides legal counsel to several quasi-judicial boards.

Sr Assistant City Attorney R. Harcourt "Court" Fulton - Court serves as the tort defense attorney providing legal services to the Risk Management Division of the City's Finance Dep​artment. He is responsible for trying cases before federal and state courts, negotiating settlements and providing advice and counsel to Risk Management.

Sr Assistant City Attorney Terrie Hagler-Gray - Terrie has primary responsibility for advising City officials and staff on legal issues concerning land use and annexation. She works with the Charlotte-Mecklenburg Planning Department, the Zoning Administrator and the Zoning Board of Adjustment. She also provides legal counsel to the Historic District Commission staff and the Landmarks Commission. She represents the Board of Adjustment in appeals to State courts from the Board's decisions. Terrie also sits in for the City Attorney at the City Council Zoning meetings.

Sr Assistant City Attorney Lina James - Lina serves as legal counsel for the Engineering and Property Management Department.

Sr Assistant City Attorney Leila Lahbabi - Leila serves as legal counsel to the Aviation department.

Sr Assistant City Attorney Clarence Matherson - Clarence serves as the tort defense attorney providing legal services to the Risk Management Division of the City's Finance Dep​artment. He is responsible for trying cases before federal and state courts, negotiating settlements and providing advice and counsel to Risk Management.

Sr Assistant City Attorney Thomas Powers - Thomas serves as legal counsel to Charlotte Water, Solid Waste Services, and the Charlotte Business Inclusion Program.   His responsibilities also include litigation support to various City departments such as the Charlotte-Mecklenburg Planning Department and Risk Management.

Sr Assistant City Attorney Anna Schleunes - Anna provides legal advice to Housing and Neighborhood Services, Economic Development, the Fire Department, Emergency Management, Community Relations, and the Cemeteries Division of Engineering & Property Management. She coordinates housing code civil penalty litigation and foreclosure upon housing code liens. 

Sr Assistant City Attorney Jude Starrett - Jude serves as legal counsel to the Aviation department.

Sr Assistant City Attorney Bobby Sullivan - Bobby serves as legal counsel to the Charlotte Area Transit System (CATS).  He provides legal advice on contracts, procurement and federal regulations.

Sr Assistant City Attorney Bradley Thomas - Brad serves as legal counsel to the Charlotte Area Transit System (CATS) on issues relating to construction and the Blue Line Extension project.

Sr Assistant City Attorney Karen Weatherly - Karen serves as legal counsel to the City on environmental issues.

 

Assistant City Attorney Racheal Baker - Racheal serves as legal counsel to the Charlotte Area Transit System.

Assistant City Attorney Bert Concepcion - Bert manages the condemnation actions filed on behalf of the City of Charlotte.

Assistant City Attorney Adam Jones - Adam represents City officials and staff on legal matters including procurement and technology.  He provides advice and assistance Citywide on information technology contracts.

Assistant City Attorney Andrea Leslie-Fite - Andrea serves as legal counsel to several quasit-judicial administrative boards for the City, such as the Zoning Board of Adjustment, Historic District Commission, Housing Appeals Board, Storm Water Advisory Committee, Tree Commission, Passenger Vehicle for Hire, Chapter 10 Assessment Hearings, and System Protection Hearings.  Further, she assists as counsel in ADA and employment litigation matters. 

Assistant City Attorney Courtney Rogers - Courtney serves as legal counsel to the Human Resources department. 

Assistant City Attorney Elizabeth Smithers - Elizabeth  serves as legal counsel to the Aviation department.

Tom Jones​ - Tom is the Office Manager and also provides administrative assistance to the leadership staff.  

Shawana Almendarez - ​Shawana provides paralegal assistance to attorneys on the 15th Floor.

Currshia Gonzalez - Currshia provides paralegal assistance to attorneys on the 7th Floor, primarily for condemnation cases.

Michelle Haines - Michelle provides paralegal assistance to attorneys on the 7th Floor, primarily for real estate issues and condemnation cases.

Stephen Loelius - Stephen provides paralegal assistance to the Risk Management Litigation attorneys.

Melanie Epperson - Melanie provides administrative support to the City Attorney's Office.

Scott Monti​ - Scott provides administrative support to the City Attorney's Office.

Deputy City Attorney Mark Newbold - Mark serves as the Senior Legal Counsel for the Charlotte-Mecklenburg Police Department.​
