Arterial corridor study: Parkwood Avenue and The Plaza 

The Parkwood Avenue and The Plaza Corridor Study is one of three multimodal planning studies to enhance pedestrian and bicycle travel on portions of arterials (thoroughfares) in Charlotte. Each study will evaluate existing conditions, identify deficiencies, and make recommendations to improve the safety and ease of walking and biking along and across busy streets.

In the Fall of 2015, City Council received a petition with over 500 signatures calling for the City to address pedestrian and bicycle issues along the corridor. In response to this petition, Council's Transportation and Planning Committee requested a study from CDOT.

The Parkwood Avenue & The Plaza Corridor Study will review and assess conditions for pedestrians, bicycles and drivers between North Brevard Street and Matheson Avenue. The corridor provides a connection for area residents into Uptown and a future LYNX Blue Line light rail station.

The primary funding source for these studies is a Unified Planning Work Program (UPWP) planning grant that provides 80% federal funds, in the amount of $200,000, and a required 20% local match, in the amount of $50,000.

Next Steps

Reports to City Council

Staff presented recommendations to Council's Transportation & Planning Committee in January 2017 with a follow up report in February. The study findings were reported to the Committee in March and presented to the full City Council in June. Each of the presentations and the study findings report can be downloaded under the "Project Documents" section on the right of this page.

Implementation

City Council allocated funds in the FY2018 budget to begin work on design and implementation of recommendations from this study. After Council passed the budget, staff began working to initiate design on projects.
