Smith served one term as Mayor of Charlotte from 1878 to 1879.
Personal:
Smith was a cotton buyer, commercial merchant and a director of Trader's National Bank.
During his Administration:

- Charlotte voters defeated a tax to maintain the State's first graded schools
- Commissioners renewed the contract with Charlotte Gas Company for 77 street lamps at a cost of $4 per 1,000 feet.
