If you are interested in working with Housing and Neighborhood Services to provide safe housing for Charlotte-area residents, we have several resources to help developers get involved.

Federal Funding

Federal funding is available through submitting the appropriate application during the Request for Proposals period. See below for more details about each opportunity.

Community Development Block Grant (CDBG)

CDBG provides communities with resources to address a wide range of unique community development needs. Implemented in 1974, the CDBG program is one of the longest continuously run programs at HUD. Annually, the CDBG program provides 1,209 grants to local and state governments. Agencies can only receive CDBG funding by responding to a request for proposal.

Emergency Solutions Grants (ESG)

ESG funds are available for five program components: street outreach, emergency shelter, homelessness prevention, rapid re-housing assistance and data collection through the Homeless Management Information System (HMIS). A request for proposals is released yearly.

 

HOME Investment Partnerships (HOME)

Often in partnership with local nonprofit groups, HOME funded activities include building, buying and/or rehabilitating affordable housing for rent or homeownership as well as providing rental assistance to low-income households. HOME is the largest federal block grant to state and local governments designed exclusively to create affordable housing for low-income households. Funding under this program can be accessed through the HOME Consortium or reply to a request for proposal.

HOME can also be used to provide assistance to individual households to help them afford the housing costs of market-rate units, or "tenant-based rental assistance”. 

 

Housing Opportunities for Persons With AIDS (HOPWA)

HOPWA is the only federal program dedicated to the housing needs of people living with HIV/AIDS. Carolina's CARE Partnership is the City's programming partner for HOPWA funding. Organizations who wish to provide services under the HOPWA program can respond to a request for proposal on a yearly basis. 

 

 

Housing Trust Fund

The Housing Trust Fund (HTF) is funded from voter-approved housing bonds and administered by Housing & Neighborhood Services' Housing Services division. 

Charlotte City Council established the HTF in 2001 to provide financing to developers for affordable housing through voter-approved housing bonds, and the first development received financing in 2002. Since that time, the city has supported more than 11,000 affordable units through this fund.
