Project Overview

In 2015, Charlotte Water (CLTWater) completed a Water Transmission Mains Assessment, which identified areas likely to need repair. Since 2019, additional assessments have identified various improvements and repairs needed to optimize the function and resiliency of the existing water transmission system. The Water Transmission Mains Improvements & Repairs Program (WTMI&RP) is broken down into Zone Areas throughout the Charlotte-Mecklenburg service area. Each Zone Area will consist of various Design and Construction Projects, which may or may not take place simultaneously.

CLTWater has designed and begun implementing the work needed for the identified projects. These various improvement and repair projects, under the WTMIR Program, will:

  • Improve the overall safety of the CLTWater system
  • Optimize the function and resiliency of the existing water transmission system.
  • The work completed under this program can be placed into the following categories:
    • (1) Pipe Condition Assessments
    • (2) Distribution System Pipe Installation
    • (3) Water Transmission Pipe Repairs and Replacements
    • (4) CLTW System Improvements directly impacted by proposed repairs

7/09/24

Crews are installing a new water line along Peachtree Road from Oakdale Road to Ferrell Avenue. Expect to see construction activities through September 2024.


2/27/24

Charlotte Water (CLTWater) completed a Water Transmission Mains Assessment, which identified various improvements and repairs that are needed to optimize the function and resiliency of the existing water transmission system. This work includes repairs and improvements along Oakdale Road, Peachtree Road, Sunset Blvd, and Old Statesville Road. Those traveling in the area can expect:

  • Temporary lane closures along Peachtree Road and Oakdale Road as construction progresses.
  • Some night work is anticipated to minimize water outage impacts.
  • School entrances/exits in the area will remain open for normal access.
  • CLTWater reminds those traveling in the area to observe all posted traffic signage and take safety precautions during this time.

CLTWater representatives will be working near properties in the area as they conduct field investigations to prepare for construction activities expected to begin Winter ‘23. Residents in the area may see minor clearing activities, as well as survey stakes/flags, paint markings on the ground, and small machinery used for utility locates and geotechnical borings.

Pipe Replacement and Installation: I-77, Cates St. to the intersection of N Cedar St./W Trade St., to intersection of 5th and 6th St.

During the Water Transmission Mains Assessment, a pipeline replacement along Cedar Street was identified to optimize the function and resiliency of the existing transmission system. Those who live and work in the area can expect traffic impacts on the following roads: Cates St., N Cedar St., 5th St. and 6th St. (N Cedar St. intersection), through Pinewood Cemetery.

PROJECT UPDATES

1/8/24

  • CLTWater is scheduled to replace the pipeline along Cedar St. as part of the Water Transmission Main Improvements & Repairs Program. The ongoing design work spans the pipe alignment, starting at the intersection of W. Trade Street and N. Cedar Street, extending northeast through Pinewood Cemetery.
  • Currently, the project has been placed on hold, and construction, initially anticipated to begin mid-January 2024, is temporarily paused. Further notifications will be issued when construction is slated to resume.

11/20/23

  • CLTWater will be replacing the pipeline along Cedar St. in the coming months as a part of the Water Transmission Main Improvements & Repairs Program. The work begins at the intersection of W. Trade Street and N. Cedar Street northeast through the Pinewood Cemetery. The construction for this stage of the project is anticipated to start in mid-January 2024.
  • Residents and businesses along the impacted pipeline alignment and nearby can expect major traffic impacts on the following roads:
    • Cates St.
    • N. Cedar St.
    • 5th St. (intersection of N. Cedar St.)
    • 6th St.
    • W. Trade St. (intersection of N. Cedar St.)
    • Through Pinewood Cemetery
  • Due to the complexity of the Design and Construction work, water discoloration and service outages may occur. If you experience cloudy, discolored water, please run cold water for a few minutes. If it doesn’t clear, please call 311 and say or select water emergency to speak to a dispatcher.

Project Updates

07/09/2024

Thank you for your patience during this project. We encountered difficulties in the field, which extended the construction timeline. All major work has been completed, but construction crews are finishing restoration of the area. There may be extended activity in the area through July 2024, as final survey is completed.

Detour Ahead: Mallard Creek Road (northbound at West Mallard Creek Church Road / Prosperity Church Road) From Monday, April 15th through Friday, April 19th evening.

CLTWater is working on pipes under Mallard Creek Road just north of Prosperity Church Road. The northbound lanes will be closed from Monday, April 15th through Friday, April 19th evening.

Northbound drivers will be detoured onto West Mallard Creek Church Road to interstate 85 north to interstate 485 back to Mallard Creek Road.

If necessary, crews may need to close lanes Monday, April 22nd.

1/30/24

- Charlotte Water (CLTWater) planned construction in the Mallard Creek Road area as part of the Water Transmission Mains Improvements & Repairs Program (WTMI&RP), Zone E Phase I and Phase II from early January to Spring 2024. While work has begun, the traffic impacts are delayed.

- Phase I includes temporary lane closures at the Mallard Creek Road and Prosperity Church Road intersection, and Phase II involves additional closures. We will provide updates on the new project schedule during this temporary delay in construction activities.


01/02/24

  • As part of the Water Transmission Mains Improvements & Repairs Program (WTMI&RP), Charlotte Water (CLTWater) will continue construction in the Mallard Creek Road area as a part of Phase II from early February to March 2024.
  • Phase II will involve temporarily closing lanes and a short road segment at the Mallard Creek Road and Prosperity Church Road intersection. Please refer to the map graphics for lane closures and suggested detour routes.
  • Traffic Impacts:
    • Two through lanes closed on Mallard Creek Rd. heading northeast towards I-485 at the Prosperity Church Rd. intersection.
    • Road closure on Mallard Creek Rd. heading northeast towards I-485 beside Cochran Commons at the Prosperity Church Rd. intersection.
    • Right turn lane closed on Prosperity Church Rd. heading northwest towards Tradition Golf Course at the Mallard Creek Rd. intersection.
    • Two left turn lanes closed on Prosperity Church Rd. heading southeast towards I-85 at the Mallard Creek Rd. intersection.

  • Road Detour:
    • West Mallard Creek Church Road Eastbound
      • Turn left on I-85 N
      • Use the right two lanes to take Exit 48
      • Merge left onto I-485 Outer
      • Take Exit 28 for Mallard Creek Rd.
      • Keep left at the fork, follow signs for Mallard Creek Rd. W and merge onto Mallard Creek Rd.

  • As part of the Water Transmission Mains Improvements & Repairs Program (WTMI&RP), Charlotte Water (CLTWater) will begin construction in the Mallard Creek Road area in early January and is expected to last until February.
  • The construction work will be broken into two phases. Phase I will involve temporarily closing lanes at the Mallard Creek Road and Prosperity Church Road intersection. The map graphic provides a visual representation of the traffic impacts.
  • Specifically, the right lane nearest the curb on W Mallard Creek Church Rd will be used as a designated work area and temporarily closed during this time. However, the left lane closest to the median, will remain open. These lane closures are implemented to ensure the safety of the work crew and the public.
  • Phase I is expected to begin in early January and last approximately two and a half weeks. Phase II is expected to begin mid-January and additional details will be provided prior to the start date.
  • Phase I Traffic Impacts
    • The right lane nearest the curb on W Mallard Creek Church Rd. will be used as a designated work area and will be temporarily closed.
    • The left lane closest to the median will remain open.

    • There will be a temporary sidewalk closure along W Mallard Creek Church Rd. near the corner of Cochran Commons.
    • From January 22–26, 2024, a section of sidewalk along the west side of W Mallard Creek Church Rd. Will be closed.

What To Expect:

Planning & Design

  • CLTWater will conduct field investigations as part of the program.
  • Authorized personnel will be in the neighborhoods working on behalf of CLTWater and will be working on or near residential properties on one or more occasion during the investigation and design phase of the project.
  • During the planning & design period, it may be necessary for representatives to enter upon residential properties to access manholes, perform surveys, perform soil borings for geotechnical evaluation and conduct additional investigations if necessary. These activities should not inconvenience residents in any way.

Construction

  • Staging of materials.
  • Large digging equipment and pipe installation.
  • Periodic temporary water service outages may take place during the project work. If so, residents and businesses will be contacted in advance of any possible impact.
  • Possible temporary lane closures and detour routes as necessary.
  • Paving and site restoration after assessments and repairs have been completed.

All field crew are instructed to wear identifying clothing (i.e. a companies’ logo) to identify themselves. In addition to personnel, residents may see minor clearing activities in the area, survey stakes/flags, paint markings on the ground, and small machinery used for geotechnical borings.
