The purpose of this presentation is to share information about the project and to collect any comments you may have. Comments will be collected until January 10, 2025.
The proposed project will construct a continuous shared use path along the north side of Rocky River Road West from Rockland Road to Old Concord Road for a distance of approximately 0.75 miles.
The purpose of this project is to improve connectivity and enhance safety for bicyclists and pedestrians along Rocky River Road West.
The Rocky River Road West corridor has been included in various planning documents for more than 25 years. City staff reviewed recent and planned investments that encourage development of a bicycle and pedestrian network.
Plans for pedestrian improvements were initiated in the Newell Street Plan and reinforced by the Charlotte Streets Manual. The Charlotte Streets Manual defines Rocky River Road West as an Avenue. Avenues always include a specified bike facility. The specific treatment varies by the characteristics of the Place Type. Avenues in lower-intensity Place Types will typically include 6-foot-wide sidewalks or, in certain contexts, shared-use paths, which is what is proposed for this section of Rocky River Road West to accommodate bicyclists as well as pedestrians from nearby neighborhoods.
Rocky River Road West is a two-lane road maintained by the City of Charlotte that runs east and west. Currently, no paved shoulders or bicycle lanes are present. A small stretch of sidewalk is present on the north side of the corridor at the Newell Place neighborhood near Pickering Drive. New development along the corridor is also constructing small segments of curb and gutter, sidewalk and shared use path. Land use in the area is primarily low-density residential, single-family houses. Utilities are located above and below ground along both sides of the corridor.
Nearby pedestrian and bicycle facilities include the recently completed improvements as part of the Rocky River Road West Streetscape project that extends west from Rockland Drive to North Tryon Street and the Toby Creek Greenway, which extends north to the UNCC Campus.
The project will construct a 10-foot-wide shared-use path on the north side of Rocky River Road West. Curb and gutter will be added on the north side of Rocky River Road as part of the project. The shared-use path will connect to the Toby Creek Greenway at Rockland Drive.
The project team is currently working through design plans. Once complete, we will acquire the necessary easements, relocate utilities, and put the project out to bid for construction. Construction is anticipated to begin in Summer 2028.
