Charlotte Water and its contractors are continuing progress on wastewater improvements in the area.
• Phase 1 pipe installation and restoration activities are complete.
• Phase 2 construction was completed in August 2023 with restoration activities near completion.
• Phase 3a clearing activities are expected to begin at the end of November with pipe laying activities to follow.

Beginning the week of November 6, crews from Jones Clearing will begin clearing trees, bushes and shrubs within some of the Phase 3a temporary construction easements. This also includes removing any fences and sheds/structures on those easements. Prior to this clearing, a surveyor will be on-site marking the property lines using survey stakes and ribbons to denote permanent and temporary construction easements. Please note, there will be a gap between pre-construction clearing and Phase 3a construction.

Join us Wednesday, October 25, at 5:30 p.m. for a virtual public meeting for upcoming phase 3 construction activities. During the virtual presentation, project representatives will share more details about the wastewater system capacity needs, proposed plans for phase 3 and construction activities.

Detours on Hartford Avenue
Starting April 24, crews will be working along Hartford Avenue to replace the wastewater pipeline. Closures on Hartford Avenue will be phased, as outlined below. (see handout for detour maps(PDF, 3MB)).
Phase 1: Shawnee Drive to Hollis Road
Hartford Avenue is expected to be closed between Shawnee Drive and Hollis Road from April 24 – May 4. Please detour to Hollis Road to Annilin Avenue.
Phase 2: Intersection of Hartford Avenue and Shawnee Drive
The intersection at Hartford Avenue and Shawnee Drive is expected to be closed from May 4 – May 8. Please detour to Hollis Road to Anson Street to Hartford Avenue.
Phase 3a: Hollis Road to Dilworth Elementary – Sedgefield Campus entrance
Hartford Avenue is expected to be closed from Hollis Road to the school entrance from May 8 – May 12. Please detour through Hollis Drive to Anson Street to Hartford Avenue.
Phase 3b: Dilworth Elementary – Sedgefield Campus entrance to Auburn Avenue
Hartford Avenue is expected to be closed from the school entrance to Auburn Avenue from May 15 – May 22. Please detour Hartford Avenue to Anson Street to Hollis Road to Hartford Avenue.
Please note that crews plan to work over the weekend of May 13-14 to lay pipe pass the school entrance.
Phase 4: Auburn Avenue to Benson Street
Hartford Avenue is expected to be closed between Auburn Avenue and Benson Street from May 22 – June 30. Please detour around Hartford Avenue by Anson Street to Hollis Road to Hartford Avenue.

A section of Shawnee Drive (west end) is expected to be closed from April 5 through April 14 while crews work along the alignment.

A section of Hartford Avenue between Shawnee Drive and Annlin Avenue is expected to be closed starting March 28. Construction is expected to be complete by the end of the week.
During this time, motorists should follow all detour signage and use Annlin Avenue to Hollis Road to Hartford Avenue. Access will be maintained for residents that live within the impacted construction zone.

Pipe installation and most restoration activities for phase 1 are complete. Some portions along the alignment have not been restored fully due to weather delays. Crews will be replacing grass and installing fences as needed.
Phase 2 construction began in summer 2022 and crews are moving north along the alignment. Crews are currently working behind Sewickley Drive. Phase 2 is expected to be complete in fall of 2023 and residents along the alignment will continue to see varying levels of construction.
Phases 3a and 3b design is underway with construction expected to start in late 2023. Charlotte Water and its contractors are conducting surveying and field walks along the alignment. Properties along the route that will be impacted by phase 3 construction have been, or will be, contacted by real estate representatives with Gulf Coast, LLC regarding easement acquisition.

Rock blasting continues this week along the phase 2 alignment at Sewickley Drive between Castlewood Road and Broadmoor Drive.
Residents will hear a warning signal (air horn) prior to the blast, typically at five minutes and repeated one minute before the blast. For the safety of crew members and the community, it is imperative to heed all warning signals and any directions from the crew during blasting operations.

Contractors continue working along the phase 2 project alignment. As part of this work, the pedestrian bridge at the east end of Belrose Lane, which connects to Heather Lane, is expected to be closed from January 16 through January 20.
