Project Overview

The Central/Kilborne/Norland intersection & roadway upgrade project was selected as one of the projects to move forward under the Central/Albemarle/Shamrock CNIP. This project is one portion of the Old Potter Road Trail that was presented during the CNIP pre-planning phase. Project limits are from approximately Elkin Lane to Roanoke Avenue.

This is the central neighborhood node connecting the two sides of the Old Potter Road (as well as a neighborhood retail node along the CityLYNX Gold Line). Mecklenburg County Park and Recreation has completed construction of a new parking area, entrance and trail improvements to the Evergreen Nature Preserve off of Norland Road.

This project has three major components:

  • Potter Place - A dedicated greenspace at Central Avenue and Kilborne Drive that will include public art, landscaping and signage to reinforce community identity and the location's historical significance
  • Protected intersection - A dedicated pedestrian and bicycle crossing with new pedestrian signals, wheelchair ramps and pavement striping
  • Shared-use path - A 12-foot-wide concrete shared-use path on the east side of Norland Road between Central Avenue and Evergreen Nature Preserve

    Project Goals

  • To create a safer pedestrian and bicycle connection between the Evergreen Nature Preserve and Kilborne Park and, ultimately, to the future Briar Creek Greenway on Eastway Drive

  • To maintain, stabilize and revitalize the neighborhood through comprehensive infrastructure improvements

  • To strengthen the neighborhood and surrounding community

Public Involvement

Community engagement activities occurred during the project planning process to keep residents informed and provide opportunities for the public to share ideas, opinions and concerns. View the "related information" section of this page for public meeting invitations and minutes.
