As construction progresses, the assigned Construction Inspector, Erosion Control Specialist, and Urban Forestry Specialist will periodically visit the project site to make sure that all requirements of the approved site plan and City regulations are met. When construction is completed, a Certificate of Occupancy (CO) is issued by Mecklenburg County Code Enforcement to provide official verification that the site is in compliance with current regulations and the approved site and building plans. The CO is issued by Mecklenburg County once all of the inspectors have released their respective holds. Check the Mecklenburg County Code Enforcement website, to determine what holds have been placed on your project and schedule their inspection.
ENGINEERING AND URBAN FORESTRY/ZONING HOLD RELEASE
To obtain commercial project Certificate of Occupancy hold release by the City of Charlotte Engineering & Property Management Dept., fill out and submit this online CO hold release form.
At a minimum, please ensure the following items are addressed prior to hold release request:

All site work is completed per the CO Checklist (as included in Pre-Construction Info Packet(PDF, 1MB)) and Tree Ordinance.

All required Storm Drainage As-Builts And required Stormwater Control Measure (SCM, f.k.a. BMP) as builts must be approved by City Engineering. Visit the As-built Surveys page for more information.

Natural Area and PCCO or Detention Easements as required on the approved development plans must be recorded at Mecklenburg County Register of Deeds as required by the Post Construction Controls Ordinance (link to Stormwater Services' page about PCSO).
