Assistant City Manager
In her role as Assistant City Manager, Angela Charles continues to build on more than 31 years of service to the City. Her extensive experience in operations, where she has managed multimillion-dollar capital projects, helps the City enhance and improve service delivery. Charles is proud to champion and guide efforts to create and sustain safe, healthy and inclusive communities for all citizens.
Throughout her career, Charles has been instrumental in affecting change and improving processes in Charlotte. Prior to becoming Assistant City Manager, she served as the Director of Charlotte Water, where she managed a staff of more than 950 and an operating budget of nearly $450 million. She was responsible for city- and county-wide water treatment and distribution, wastewater treatment and collection, and utilities planning and management activities. She also managed a five-year community investment program budget of $1.6 billion.
Charles's commitment and leadership extend to her professional industry affiliation. She was the 2017 Chair of the NC AWWA/WEA (The North Carolina Section of the American Water Works Association), in addition to serving on the Board of Trustees and as the WEF Delegate. She has been active on many committees, including the Board of Education and Examiners (former chair), Distribution/Collections System Committee, and Collection and Distribution School Committee. Charles's involvement in the Distribution and Collection Schools began in 1993, and she was the Grade A Coordinator. She served on the national WEF Collection Systems Symposia and was a member of the national Collection Systems Committee and Program Committee. Charles is also a member of 5-S and is a multiple award winner as a Golden Manhole Awardee, Raymond Ebert Awardee, Arthur Sidney Bedell Awardee, and George Warren Fuller Awardee.
Charles earned a bachelor’s degree in Industrial Engineering at North Carolina State University, and her master’s degree in Public Administration from the University of North Carolina at Charlotte.
