Monica Allen, Ph.D, Assistant City Manager

ACM Monica Allen Monica R. Allen, Ph.D., serves as Assistant City Manager for the City of Charlotte, North Carolina, where she leads strategic development, performance, and evaluation initiatives for various departments.

A native of Chicago, Monica spent most of her childhood in Oklahoma City. She holds a B.A. in Psychology from Hampton University, an M.A. in Psychology from The College of William and Mary, and a Ph.D. in Organization and Management from Capella University.

Monica has served on several community boards, including the YMCA of Greater Charlotte, Promising Pages, and the Women’s Intercultural Exchange. She is President of the Board for the International Association for Strategy Professionals and serves on Goodwill Industries of Southern Piedmont’s Board of Directors.

Monica’s accolades include the 2016 Charlotte Chamber Young Professional Public Servant Award, the 2017 Richard M. Goodman Award for Strategic Planning, and multiple performance management distinctions. In 2018 and 2023, she was named one of Mecklenburg Times’ 50 Most Influential Women.

In her spare time, Monica mentors youth and adults, enjoys traveling, and serves as an Adjunct Instructor for UNC-Chapel Hill’s School of Government, teaching Public Financial Management since 2004.
