Neighborhood Equity and Stabilization (NEST) Commission
The Neighborhood Equity and Stabilization Commission (NEST) was created in 2021 by the mayor and City Council and charged with reviewing and recommending specific anti-displacement strategies and tools for protecting residents of moderate to high vulnerability of displacement. Over the course of the NEST Commission’s three-year term, the Commission extensively examined issues and opportunities to help mitigate displacement, and developed policy and programmatic recommendations to help the city address displacement pressures. The Commission played a significant role in informing the city’s anti-displacement efforts, shaping Council policy, and influencing how city programs and resident supports are delivered.
