The Construction, Survey & Utilities division performs multiple services crucial to the delivery of capital infrastructure projects. These services are provided through two programs:

This program oversees the construction of capital infrastructure projects, manages changing costs and schedules, and adheres to plans and specifications while ensuring project quality and safety. The program also coordinates the relocation of private utilities and mitigates conflicts that arise to avoid negative impacts to projects. This program primarily supports the Engineering Services Division, but also assists CDOT and CATS with administration and inspection during the construction phase of some projects.

This program provides topographical and boundary surveying, prepares plat maps, and stakes out reference points for construction projects. This program dedicates most of its efforts toward Engineering Services and Storm Water Services projects.
