The City of Charlotte renewed its commitment to safer streets in 2018 with the creation of Vision Zero, an action plan designed to reduce crashes and eliminate traffic-related deaths and severe injuries by 2030.
Why? Because even one traffic-related death is too many.

Across the globe, Vision Zero is saving and protecting lives. Vision Zero started in Sweden in 1997. It's a strategy to eliminate all traffic-related deaths and severe injuries, while increasing safety, health and mobility for all. Vision Zero focuses on how people naturally behave. People make mistakes but mistakes should not be fatal.

Planning and designing new capital projects to support on-going investment in streets, sidewalks, bikeways, and transit to build a safe and equitable multimodal system.
Our Divisions
CDOT is one of the largest departments in the City of Charlotte organization. CDOT has more than 400 employees working in five divisions. Each of our divisions plays a vital role in providing basic services that affect the daily lives of our residents and visitors.
Development Services
The Development Services Division works with developers and utility providers to accommodate growth and development while maintaining mobility. The division also works with event organizers to ensure safe and successful use of the public rights-of-way and consists of two sections: Land Development and Right-of-Way Management.
Planning and Design
The vitality of Charlotte's environment relates directly to the quality of the city's transportation network. The management of investments and strategies necessary for the maintenance, administration and improvement of the transportation system in Charlotte is carried out by CDOT's Planning and Design Division.
Considerations of clean air, economic development, congestion management, transportation design and changing urban appearance are considered when developing, designing, and implementing transportation facilities.
The Planning and Design Division performs numerous tasks including participating in the development of the region's Metropolitan Transportation Plan and the development and implementation of the city’s strategic mobility capital investments.
Engineering and Operations
The Engineering and Operations Division designs, installs, operates and maintains traffic and pedestrian signals, road signs, and pavement markings. The division is also responsible for vehicle and pedestrian safety through the city’s Vision Zero program. It focuses on design and operation for all users (motorists, transit riders, pedestrians and bicyclists) of the transportation system in order to create a balanced system that provides managed traffic flow and promotes a walkable and sustainable community.
Strategic Mobility
The Strategic Mobility Division consists of two key sections; Mobility Planning and Policy and Curbside Management and Shared Mobility. These sections work collaboratively to realize the vision outlined in the Strategic Mobility Plan, ensuring safe and equitable mobility options are accessible to all. The division is responsible for long-range planning and policy development and includes the On-Street Parking Program, Bicycle Program and Shared Mobility Program.
Street Maintenance
Charlotte is a vibrant, growing community with over 2,500 (centerline measured) miles of city-maintained streets. The Street Maintenance Division and its more than 200 employees are committed to ensuring Charlotte streets, drainage structures, and sidewalks are in a safe condition.
Street Maintenance is divided into three districts — Northwest, Northeast and Southwest. Each district is responsible for a geographic area equal to approximately 1/3 of the city.
