​​​​​​​​Research and Planning Division

​The Research & Planning Division (R&P) of the Charlotte-Mecklenburg Police Department is a specialized support division that is a member of the Administrative Services Group. Officers and civilian staff rely on R&P to better prevent crime and support neighborhoods. ​​

R&P provides the CMPD with timely and advantageous information with respect to grant writing and administration, surveys (both internal and external); research on police programs and initiatives, special projects, process mapping, program management, and forms management. In addition, R&P provides any other law enforcement planning services including development of the CMPD Strategic Operating Plan, CMPD Annual Report, and CMPD planning retreats.

The Research and Planning Division focuses on providing the department with timely and advantageous information. The members of the Research and Planning Division manage the following tasks:

    Planning, Research and Evaluation
    • Create, develop and implement department-wide strategic plans
    • Research and develop various local, state and nation-wide programs
    • Edit and revise departmental documents and publications
    • Prepare in-depth research on a variety of subject areas
    • Serve as liaison to Chief of Police organizing and coordinating research projects being performed by universities and police agencies

    • Serve as the central reporting unit for grant applications
    • Research and monitor on a regular basis available grants using a variety of grant locator resources, and alert appropriate CMPD personnel and community stakeholders when a potentially useful grant opportunity is found
    • Prepare grant applications for the CMPD
    • Monitor the implementation of grant-funded projects to ensure compliance with grant requirements.

    • Create and distribute internal and external (online and telephone) surveys on a wide variety of subject matter and issues
    • Develop annual surveys on the public's satisfaction with CMPD services
    • Compile and analyze survey data, and present findings to departmental personnel.

    Forms Management
    • Issue, approve and modify all forms within the CMPD
    • Catalogue all department forms

    Process Mapping
    • Process Mapping is performed as a means of understanding the current operational status of a program, activity, or process for developing a deliberate focused change plan aimed at improving the effectiveness of some aspect of that program, activity, or process.
    • Process maps provide a visual method to describe sequential or related work activities, a means for communication, a format for planning and improvement of processes and a snapshot at the current process state. They also identify process steps, input variables, and responses data collection points identify non-value added steps.

    Organizational Chart
    • ​Responsible for maintaining an up-to-date organizational chart in an electronic format and make it available to the entire CMPD staff and the public
