Meet the Staff

Senior Deputy City Attorney Carolyn Johnson - Carolyn serves as legal counsel to the City Clerk and Corporate Communications. As the senior deputy city attorney, she serves as the primary backup to the City Attorney.

Deputy City Attorney Hope Root​ - Hope provides legal advice to the Human Resources Department and other departments on numerous issues involving employment law. She also represents the City and counsels various departments on matters involving bankruptcy law.

Sr Assistant City Attorney Catherine Cooper - Catherine serves as legal counsel to the real estate division of Engineering & Property Management, and advises them on real estate and asset management issues.  She also serves as legal counsel to the Charlotte Civil Service Board.

Sr Assistant City Attorney Lisa Flowers - Lisa serves as legal counsel to the Charlotte Area Transit System (CATS). She provides legal advice on contracts, procurement and federal regulations.

Sr Assistant City Attorney R. Harcourt "Court" Fulton - Court serves as the tort defense attorney providing legal services to the Risk Management Division of the City's Finance Dep​artment. He is responsible for trying cases before federal and state courts, negotiating settlements and providing advice and counsel to Risk Management.

Sr Assistant City Attorney Terrie Hagler-Gray - Terrie has primary responsibility for advising City officials and staff on legal issues concerning land use and annexation. She works with the Charlotte-Mecklenburg Planning Department, the Zoning Administrator and the Zoning Board of Adjustment. She also provides legal counsel to the Historic District Commission staff and the Landmarks Commission. She represents the Board of Adjustment in appeals to State courts from the Board's decisions. Terrie also sits in for the City Attorney at the City Council Zoning meetings.

Sr Assistant City Attorney Lina James - Lina serves as legal counsel for the Engineering and Property Management Department.

Sr Assistant City Attorney John Joye - John serves as legal counsel to the Charlotte Area Transit System (CATS). He is responsible for providing legal advice on construction, contracts and security-related matters for CATS. He is also working the Blue Line Extension.

Sr Assistant City Ted Kaplan - Ted serves as legal counsel to the Aviation department.

Sr Assistant City Attorney Jason Kay - Jason serves as legal counsel to the Charlotte Department of Transportation and provides legislative support. He advises on matters pertaining to constitutional issues, policy/constitutional litigation, and arts and cultural projects. He also provides legal counsel to several quasi-judicial boards.

Sr Assistant City Attorney Thomas Powers - Thomas serves as legal counsel to the Solid Waste Services Department, the Charlotte Business Inclusion Program, and several quasi-judicial administrative boards for the City, such as the Zoning Board of Adjustment, Historic District Commission, Housing Appeals Board, Storm Water Advisory Committee, Tree Commission, Passenger Vehicle for Hire, Chapter 10 Assessment Hearings, and System Protection Hearings.  His responsibilities also include litigation support to various City departments such as the Charlotte-Mecklenburg Planning Department and Risk Management.

Sr Assistant City Attorney Leila Lahbabi - Leila serves as legal counsel to the Aviation department.

Sr Assistant City Attorney Anna Schleunes - Anna provides legal advice to Neighborhood and Business Services, the Fire Department, Emergency Management, Community Relations, and the Cemeteries Division of Engineering & Property Management. She coordinates housing code civil penalty litigation and foreclosure upon housing code liens. 

Sr Assistant City Attorney Jude Starrett - Jude serves as legal counsel to Charlotte Water.

Sr Assistant City Attorney Bradley Thomas - Brad serves as legal counsel to the Charlotte Area Transit System (CATS) on issues relating to construction and the Blue Line Extension project.

Sr Assistant City Attorney Karen Weatherly - Karen serves as legal counsel to the City on environmental and bankruptcy issues.

Sr Assistant City Attorney Cindy White - Cindy represents the Business Support Services Key Business, which includes Procurement Services, Information Technology and Equipment Management. She provides advice and assistance Citywide on contracts and issues involving information technology.

Assistant City Attorney Brad Branham - Brad serves as legal counsel to the Real Estate Division of the Engineering and Property Management Department on Condemnation issues.

Assistant City Attorney Meg Cochrane - Meg serves as legal counsel to the Charlotte Area Transit System. She primarily deals with issues related to the construction of the Blue Line Extension project.

Assistant City Attorney Daniel Peterson - Daniel serves as the tort defense attorney, responsible for defending lawsuits brought against the City and its employees in both federal and state court, while also providing general advice and counsel to the Division of Risk Management.

Assistant City Attorney Elizabeth Smithers - Elizabeth  serves as legal counsel to the Aviation department.

Tom Jones​ - Tom is the Office Manager and also provides administrative assistance to the leadership staff.  

Shawana Almendarez - ​Shawana provides paralegal assistance to attorneys on the 15th Floor.

Currshia Gonzalez - Currshia provides paralegal assistance to attorneys on the 7th Floor, primarily for condemnation cases.

D'Arcy McCormick - D'Arcy provides paralegal assistance to the attorneys on the 7th Floor who represent the risk management division of the City's finance department

Michelle Smith - Michelle provides paralegal assistance to attorneys on the 7th Floor, primarily for condemnation cases and other real estate issues.

Melanie Epperson - Melanie provides administrative support to the City Attorney's Office.

Scott Monti​ - Scott provides administrative support to the City Attorney's Office.

Deputy City Attorney Mark Newbold - Mark serves as the Senior Legal Counsel for the Charlotte-Mecklenburg Poilce Department.​
