Installation and Development Services (IDS, formerly known as New Services and Donated Projects) is located at 600 East Trade Street (basement level). To access customer parking lot, turn onto South Alexander Street from Trade Street or East 4th Street. IDS is open 8 a.m. until 5 p.m. Monday through Friday.


The IDS Team

The Installation and Development Services (IDS) Team processes projects such as residential subdivisions and business parks that are financed by private funding sources. The developer hires a professional engineer to design the water distribution and sanitary sewer systems. This Team reviews and approves the plans and all other required documents provided by the developer, Professional Engineer or Registered Land Surveyor necessary to execute construction contracts (i.e. right-of-way agreements and maps, planning department maps, N.C. Department of Transportation encroachment maps, etc.).


The Process

The developer hires an approved North Carolina Licensed Utility Contractor to perform the construction of the water distribution and sanitary sewer systems. Inspectors on the Team witness construction and perform all necessary testing and authorize Charlotte Water will takeover of the project for ownership and maintenance once all required field work and paperwork have been approved (i.e. as-built drawings sealed by a Registered Land Surveyor, recorded subdivision plats, and any necessary right-of-way agreements). The water distribution and sanitary sewer systems then become the property of Charlotte Water and customers may begin utilizing the new services. Backflow prevention plan review and inspection fees were also approved and available online.​​​


Fees

​​Since July 1, 2016, Charlotte Water began implementing fees for subdivision project initiation, subdivision plan reviews, and subdivision inspections. The City of Charlotte adopted a fully allocated cost recovery rate of 100% for regulatory user fees. These fees recoup the costs associated with providing special regulatory services, including plan review fees. Charlotte Water is collecting fees, in phased approach, as follows:

  • July 2016 (Fiscal Year 2017) – 50% cost recovery
  • July 2017 (Fiscal Year 2018) – 75% cost recovery
  • July 2018 (Fiscal Year 2019) – 100% cost recovery

Subdivision Plan Review

  • W/S linear feet – costs associated with plan review

Subdivision Inspection

  • W/S linear feet – costs associated with site inspection 
  • $2.55 

All fees are to be paid when plans are submitted for review.  If it is determined during review that the total LF is decreasing by 10% of the original LF, a refund will be issued for the difference.  If it is determined during review that the total LF is increasing by 10% of the original LF, additional costs will be collected for the difference and will be required before plans are approved.  Any revisions to payment locations will be communicated through a communications release and posted on the Charlotte Water web page.

Additional Information

Since July 1, 2016, Charlotte Water no longer offers the Alternate Installation Program as a solution for conflicts with New Services' first come-first serve scheduling policy.

IDS issues contracts for construction and permit to all projects eligible under self-permitting regulations by the North Carolina Department of Environment and Natural Resources. If you are applying for a new service for anything other than; a ¾-inch domestic meter or a 1-inch for a pool, please go to backflow prevention.
