Housing Rehabilitation

The City of Charlotte provides several housing repair programs for low-income city residents. In addition, the City partners with nonprofit organizations offering home repair programs to the Charlotte community.​

Housing Rehabilitation Programs

The Safe Home Housing Rehabilitation Program provides grants to low-income homeowners to address needed home repairs. The program seeks to correct code and incipient violations (items in a house that will need to be repaired or replaced in two to three  years) and make general property improvements.  The program serves single-family owner-occupied dwellings. 

 

Qualifications:

  • Residences located within Charlotte city limits

  • Single-family homeowners occupying the home, with incomes under 60 percent of the area median income

The LeadSafe Charlotte program ​provides grants to low-income homeowners to address unsafe lead paint conditions that pose a potential health hazard to young children. The program is designed to assist owners of single and multi-family dwellings and investor owners of properties with two or more bedrooms. 

Qualifications:

  • Single-family homeowner occupying the home, with incomes under 80 percent of the area median income
  • Single-family rental properties (up to for units), occupied by families under 80 percent of the area median income
  • Multi-family rental properties with 80 percent of the families under 80 percent of the area median income

Application Period: Year-round​

The Safe Home Emergency Repair Program is designed to address immediate threats to the health and safety of residents of single-family housing which resulted from a recent system failure.  The program serves single-family owner-occupied dwellings.

Qualifications:  

  • Residences located within Charlotte city limits
  • Single-family homeowners occupying the home, who certify they do not have cash on hand to complete the needed repairs

Application period:

  • For heating repairs, Nov. 1- March 30
  • For all other emergencies:  Year-round
