About Us

Sabrina Joy-Hogg serves as the Deputy City Manager for the City of Charlotte. 
 
Prior to joining the City of Charlotte, she served the Commonwealth of Virginia in leadership roles at the state and city government level for over 25 years. She has worked effectively with both parties of the Executive and Legislative branches to evaluate key policy areas, find consensus and drive improvement. Joy-Hogg is known for her boundless energy and passion along with in-depth analytical capabilities, collaborative leadership approach and results orientation. 
 
She spent almost nine years with the City of Norfolk, over two extended terms. Most recently from 2011 – 2016, she served as Chief Deputy City Manager and acting Director of the Office of Budget and Strategic Planning. She previously served as Senior Quality and Finance Analyst from 2004-2007.

As Chief Deputy City Manager, Joy-Hogg is responsible for the day to day operations of the city in the absence of the City Manager while also continuing in her roles as head of the Administration and Finance portfolio and as acting Budget and Strategic Planning Director, she takes great pride in the thoughtful and inclusive preparation and administration of the $1.1 billion annual operating, capital and Community Development Block Grant program budgets.

Before going to the City of Norfolk in March 2011, Joy-Hogg worked for the Governor’s Budget Team in Richmond, where she analyzed and assessed the fiscal needs of education agencies, monitored operating funds for several state agencies, collaborated with state legislative staff, and participated in fiscal negotiations between the legislative and executive branches. Her portfolio of assignments included public education (K-12), Virginia Tech, Christopher Newport University, Institute for Advanced Learning and Research, and special projects such as the State Fiscal Stabilization Funds provided under the American Recovery and Reinvestment Act of 2009.

Other executive management experience includes serving as Curriculum Specialist for Hampton City Schools, Program Coordinator for Hampton Redevelopment and Housing Authority and the Director of Education for the Urban League of Hampton Roads. Joy-Hogg earned a Bachelor of Arts degree and Master’s degree in Social Welfare, with a concentration of studies in Planning, Administration and Research from the State University of New York at Stony Brook. 

 
Mrs. Joy-Hogg is married to Christopher and has two children.
