​​​​This report highlights the key accomplishments and challenges City government faced during the past fiscal year - July 1, 2003, through June 30, 2004.   Some of these challenges stemmed from the lingering impacts of September 11, 2001, and the economic downturn; others were the result of unseasonable, severe weather and the area's continued growth and development.

 Each year, City Council identifies focus areas to serve as the framework for allocating funds and resources: 

  • Housing and Neighborhood Development... Charlotte will be a community that leads in diverse, healthy neighborhoods of choice
  • Community Safety... Charlotte is committed to becoming the safest large city in America
  • Economic Development... Charlotte will be the most prosperous and livable city for all citizens through quality economic development

Restructuring Government... Charlotte will provide the best services at the lowest cost 
Transportation... Charlotte will be the premier city in the country for transportation choices


City Council also designates specific initiatives as priorities. In FY2003, these priorities were:

  • Economic Development... Attracting, developing and retaining businesses to expand employment opportunities
  • Transportation... Providing affordable and valuable transportation choices within the communities in and around the Charlotte area 
  • Community Safety... Ensuring Charlotte is a safe and livable community by providing the necessary safeguards and proper law-enforcing resources

City Council's focus areas and priorities guide City staff in carrying out the City's mission.  Departments develop annual business plans in support of the focus areas and priorities and set individual performance goals and objectives to achieve results.  The City's strategic objectives, used to monitor performance, provide the structure for this report:

   -  Maintain competitive tax rate
   -  Safeguard the environment                   
   -  Reduce crime
   -  Increase perception of safety
   -  Strengthen neighborhoods
   -  Provide transportation choices
   -  Enhance customer service
   -  Promote economic opportunity
